Community Development Department staff reviewed and conditionally approved your sign permit
application for a modification of a current multidirectional back-to-back sign.
Please find this request for one (1) on -premise sign in a C-3 zoning district conditionally approved
based on the findings below as per Chapter 15.380:
• One sign per road or highway frontage.
• Maximum area of any such sign shall be 80 square feet per sign.
• Any such sign shall be freestanding design.
Approval of SP-2020-002 is subject to the following conditions:

A change in the image or display of the electronic message center is limited to once every one
(1) minute period.
The images or messages displayed between the transition are static and each transition from
one display to the next is instantaneous and without special effects.
The images or messages displayed are complete in themselves, without continuation in content
from one display to the next.
Double faced signs shall be placed back-to-back (parallel) with not more than 18 inches between
facings.
The illuminated portion of the sign requires an electrical power cutoff switch on the outside of
the sign.
The County may specify the hours a sign may be illuminated and limit its brightness while
illuminated. The hours of illumination or brightness limitations may be established at any time,
including during the life of the sign.
Signs shall be set back at least 10 feet from any right-of-way.
The signs display surface shall be properly coated or covered, attached and maintained.

9. The applicant shall be responsible to secure any other required local, state or federal permit(s)
and approval(s) prior to erecting the signs.
10. Any amendment or change in the proposed sign shall require prior review by the Zoning
Administrator for compliance with Chapter 15.380; a new permit may be required.
11. Failure to comply with the terms or conditions above may result in the revocation of this permit
by the Zoning Administrator according to Chapter 15.380
This approval is subject to the conditions listed above; it does not allow for any additional signs,
sign components and elements of signs beyond the limits of this request. Your information will
remain on file with the St. Croix County Community Development Department. It is your
responsibility to ensure compliance with any other local, state, or federal permitting or regulations,
including contacting the Town of Richmond and Wisconsin Department of Transportation, Outdoor
Advertising, to inquire if additional permissions are required.
This permit is valid for one year, with the possibility of up to two (2) six-month extensions if the
applicant submits the appropriate permit extension fee and documentation to the Zoning
