HomeMy WebLinkAboutBoard of Adjustment Minutes 4-29-1986BOARD OF ADJUSTPfENT HEARING April 29, 1986 10:00 - 3:00 Hearing called to order by Chaiman Meinke at 10:00 a.m. in the County Board Room, Courthouse, Hudson. Zoning Administrator read notice of the hearing as published in the local newspapers. ARTICLE: 2.4 F 4, Gravel Pit in Agriculture District APPELLANT: St. Croix County Highway Department LOCATION: NWT of the NWT of Section 11, T31N-R17W, Town of Stanton Opening remarks by Attorneys for both parties. Objection of Chairman Meinke being on the Board of Adjustment. Chairman Meinke turned over the hearing to Vice Chairman Kinney. Mr. Ralph Olson made a presentation on the reasons why he wanted the county to have the gravel from his farm. Questions by both Attorneys and Board. Mr. Thomas O'Keefe presented the request for St. Croix County, explaining the need for the gravel. Questions by both Attorneys and Board. Mr. Allen Bentley explained the types of gravel and the needs for these types of gravel. Questions by both Attorneys and Board. Mr. James Harer explained the operation of the crusher. Questions by both Attorneys and Board. Mr. Chris Bethke, Town Chairman of Stanton, speaking for the town board, in favor of the gravel pit, explained the needs of the township for this type of gravel. The township needs approximately 6,000 yards in 1986. Mr. Nole Cook spoke in opposition of the gravel pit, giving his reasons for the objections. Mrs. Diane Cook presented her opposition to the gravel pit at the location. Mrs. Debra Young, a Humane Society Board member, rebutted the Cook's. She spent time at the gravel pit at Somerset and was 400 feet from the crusher, and could carry on a normal conversation, and there was very little dust. She also trained her horses in a gravel pit. Mr. O'Keefe rebutted the Cook's remarks. Miss Marisa Cook rebutted the remarks of Mrs. Young, stating that Arabian horses are high strung, and are susceptible to dust when they are working out. Chairman Kinney recessed the hearing for lunch. Board returned to session to render the following decision: Motion by Supervisor Kinney to approve the request of the St. Croix County Highway Department for a gravel pit located in the Nta� of the NtJ� of Section 11, T31N-R17W, Town of Stanton, as the need was ably presented. Showing a need for this type of gravel by the county and townships within the county. It was taken into consideration that there would be an inconvenience to the next door neghbor (Nole Cook), but it is our opinion, that the need out�oeighs the inconvenience, and that the general �oelfare and safety of St. Croix County residents would be best served by granting this request. This facility shall be utilized only by St. Croix County and it's Municipalities (towns, villages, and cities). Upon discontinuance of the gravel pit, the county shall restore it to its original condition of practical usefulness and physical attractiveness. The Board has taken into consideration the main objections of the Cooks was how the operation would affect their horse hobby, due note being made that this is not their main source of income. Seconded by Super- Sweitzer. Vote to approve: Sweitzer, yes; Kinney, yes. Motion by Supervisor Sweitzer to close the hearing and adjourn. Seconded by Supervisor Kinney. Motion carried.
