The meeting was called to order by Chairman Kinney at 8:00 A.M.
Kinney explained that individuals wishing to testify should sign
their names and addresses on the sheet in the front of the room.
Supervisors Stephens, Menter, Sinclear, Bradley and Kinney were
all in attendance.
Staff in attendance was Tom Nelson, Zoning Administrator.
Bradley made a motion to approve the agenda as submitted.
Seconded by Stephens.
NEW BUSINESS
The hearing was called to order at 8:30 A.M. Nelson read the
notice as published.
The St. Croix County Board of Adjustment has scheduled a public
hearing for Thursday, July 25, 1991 at 8:30 A.M. in the County
Board Room of the St. Croix County Courthouse, Hudson, Wisconsin
to consider the following appeals to the St. Croix County Zoning
Ordinance. An on site investigation will be made of each site in
question, after which the board contemplates adjournment into
closed session for the purpose of deliberating on the appeals,
pursuant to Sec. 19.85(1)(a), Wisconsin Statutes, and will
reconvene into open session for the purpose of voting on the
appeals.

Nelson stated that there was not enough information for review of
this application. His recommendation is to postpone this request
until the non-metallic mining guidelines are addressed as well as
plan for a permanent demolition site.
Motion by Stephens, seconded by Bradley to postpone this request
until proper information can be obtained.
JULIE SPEER
Julie presented a request for a stairway down the face of the
bluff from her residence to the St. Croix River.
She currently has an inoperable lift going to the river. Because
of company bankruptcy and no other companies wanting to work on
the lift, no access to the river is available. The township of
Troy, DNR, and MnWi BAC support the project.
Nelson explained that this request for a duplex was based on a
violation that had occurred. Mr. Hahn had started construction
on an expansion of his horse training facility which included a
duplex in the arena area. The duplex is intended to house two
different trainers that will work at the facility.
The township of Troy supports this request providing the facility
be used as an accessory to the horse facility.
Michael Hahn showed plans of the proposed facility and stated
that by having trainers reside in the facility helps for
insurance and security purposes.
Jim presented a request for a variance of 40 feet from State Hwy.
12. The current house is 110 feet from the highway and he would
like to build so that the garage is even with the house. This
