HomeMy WebLinkAboutBoard of Adjustment Minutes 8-22-1991Aug. 22, 1991 This meeting was recorded by a court reporter The meeting was called to order by chairman Kinney at 8:00 A.M. chairman Kinney explained the procedures of the hearing, requesting that individuals wishing to testify sign their names and addresses on the sheet in the front of the room. Supervisors Bradley, Menter, Sinclear and Kinney were all in attendance. Supervisor Stephens absence was excused. Staff included Corporation Counsel Greg Timmerman and Zoning Administrator Tom Nelson. Bradley made a motion to adopt the agenda as presented. Menter seconded the motion. Motion carried. OLD BUSINESS ZAPPA BROTHERS EXCAVATING There was a general discussion on what had been happening with the gravel and sand operation Zappa Brothers were operating. GARY CARLSON Mrs. Gary Carlson requested another extension of their temporary occupancy permit of the trailer home while they built their new home. Bradley made a motion to extend the period until Jan. 1, 1992 after which time the trailer house must be vacated and removed. Motion seconded by Menter. Motion carried. NEW BUSINESS Hearing was called to order at 8:30 A.M. Nelson read the notice of the hearing as published: The St. Croix County Board of Adjustment as scheduled a public hearing for Thursday, Aug. 22, 1991 at 8:30 A.M. in the County Board Room of the St. Croix County Courthouse, Hudson, Wisconsin to consider the following appeals to the St. Croix County Zoning Ordinance. An on site investigation will be made of each site in question, after which the board contemplates adjournment into closed session for the purpose of deliberating on the appeals, pursuant to Sec. 19.85(1)(a), Wisconsin Statutes, and will reconvene into open session for the purpose of voting on the appeals. 1. Sinclear made a motion to postpone a decision until the necessary information has been provided. Motion seconded by Bradley. Motion carried. DUANE & CONNIE HAUPT Duane requested a variance of 14 feet to build an addition closer to the ordinary high water mark of Squaw Lake. At 61 feet, theirs would be constructed over an existing deck. The township of Star Prairie supports this proposal. EUGERtE SCHULDT Eugene requested a variance of 12 feet to another driveway. This location is town road onto the lot. This location would provide central access to property that could someday provide multicommercial uses. The township of St. Joseph supports this proposal. TOM & KELLY LE E Kelly presented a request for an 18 hole golf course and driving range. The driving range would be constructed first with the golf course being added later. Should the clubhouse ever be desired for restaurant or entertainment purposes it would have to be rezoned to commercial. The township of Star Prairie supports the proposal. DEA21 EGGEN I-TOMES/FRED Sc SAAdDY SOBOTTKA Dean requested a variance to construct a residence 51 feet from the township road. The proposed setback is the most conducive for a walkout basement. Discussion on if there is a true hardship. The township of Troy recommends they be 70 feet from the town road. In addition he would like the 50% rule relaxed, allowing him to exceed 50% of the assessed value. Discussion on how the Board of Adjustment has no authority to relax this provision. Motion by Sinclear to postpone a decision so as to receive estimates of the values of the construction. Motion seconded by Bradley. Motion carried. DAtd & CAROL HEGMAN Carol requested a variance allowing the construction of a four season room to be built over the bluff of the St. Croix River. Nelson stated this was a convenience and not a hardship and should be denied. 3 AL,LEN NYHAGEN/MARK FAGERLAND Al presented a plan for filling navigable water for the purpose subdivision.
