OF LOCAL ROAD IMPROVEMENT PROGRAMS

St. Croix County, Wisconsin
WHEREAS, the St. Croix County Transportation Committee has been reviewing the
Local Road Improvement Program within St. Croix County; and
WHEREAS, the Local Road Improvement Program has and is becoming a vital part
of transportation improvements on the local system; and
WHEREAS, the St. Croix County Transportation Committee feels those local
improvements should be directed and controlled by the local units of government; and
WHEREAS, currently State law requires that all town road improvement projects be
let on bid; and
WHEREAS, in many cases, the local county highway department may be in a
position to provide the improvements to the township in a more cost effective and
reasonable manner;
THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors
urges the Wisconsin Department of Transportation to initiate action to revise State law
regarding the requirement that local town road improvement projects be let on bid, thereby
giving the local units of government control of the Local Road Improvement Program. This
will ensure an effective, efficient utilization of funds for these improvements and will
eliminate arbitrary requirements placed upon the local units of government in their
improvement programs.
