MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of April 11, 2011
The meeting was called to order by Chair Rebholz at 8:30 A.M.
Roll call was taken with Rebholz, Schrank, Hurtgen, Sicard and Peavey in attendance.
Others present for all or parts of the meeting included Tim Ramberg, Rich Loney and Jane
Bond.
A motion was made and seconded (Peavey / Hurtgen) to adopt the agenda as published.
Motion carried.
A motion was made and seconded (Hurtgen /Schrank) to approve the minutes of the
February 14, 2011 meeting as presented. Motion carried.
The May meeting is scheduled for Monday, May 9, 2011 at 8:30 a.m. with Rebholz and
Hurtgen reviewing bills prior to the meeting. The WCHA Spring Commissioner's and
Committeemen's meeting is scheduled for Friday May 6, 2011 in Taylor County Wisconsin.
Rebholz and Peavey reviewed the vouchers at 8:00 a.m. A motion was made and
seconded (Rebholz/Peavey) to approve the vouchers for payment. Motion carried.
Bond reviewed the December 31, 2010 Financial Report.
Schrank reviewed the minutes from the February 24, 2011 and March 31, 2011 Safety
Committee minutes.
Consider Seminar Attendance Requests: The Committee reviewed and discussed the
2011 WCHA Road School (Summer Highway Conference) agenda that will be held in the
Wisconsin Dells on June 6 -8, 2011.
Consider State Project Requests: There were no state project requests to review.
Ramberg reviewed the following announcements and correspondence with the Committee:
• Status update on the 2010 flood reimbursements from the State.
• Public information printed in local newspapers regarding mailbox placement
regulations.
• Invitations to Nortrax and Fabco open houses to be held later this month.
• Information regarding the State repair schedule for the STH 64 and 85 Street area.
• Shared communication sent to local area municipalities regarding sharing of
equipment and services to help reduce costs to the taxpayers. Discussion of the
numerous ways the Highway Department has endorsed the practice of
intergovernmental cooperation over the years and their plan to continue to do so in
the future.
Consider Proposals Received for Asphaltic Hotmix Materials: Loney reviewed the hotmix
proposals received. A motion was made and seconded (Shrank/Sicard) to award the 2011
hotmix proposal to Monarch Paving of Turtle Lake Wisconsin for $43.16 per ton for hotmix

type E -1 or E -0.3, $50.26 per ton for hotmix type E -3, picked up at their New Richmond
Plant, and quality control testing for $.17 per ton. Motion carried.
Consider Proposals Received for Bituminous Road Oils: Loney reviewed the proposals
received for road oil. A motion was made and seconded (Peavey /Shrank) to award the
2011 seal coat oil proposal to Henry G. Meigs of Portage Wisconsin for CRS -2 oil applied
at $2.069 per gallon and CRS -2L /P oil applied at $2.419 per gallon; and to award the
coldmix oil proposal to Flint Hills Resources of St. Paul, MN for SC250 oil at $2.92 per
gallon and SC -500 oil at $2.92 per gallon. Motion carried.
Consider Proposals Received for Culvert Loney reviewed the culvert proposals received. A
motion was made and seconded (Shrank/Hurtgen) to award both Johnston Fargo Culvert,
St. Paul Minnesota and Lindner Culvert of Eau Claire Wisconsin as approved vendors for
purchase aluminized or galvanized culvert at proposed prices. Motion carried.
Consider Proposals Received for Guard Rail: Loney reviewed the 2011 guardrail proposal
received. A motion was made and seconded (Sicard /Shrank) to approve purchasing
guardrail and accessories at the prices proposed from Highway Construction Products, of
Spring Valley Wisconsin. Motion carried.
Consider Proposals Received for Milling and Crushing_ Loney reviewed the milling and
crushing proposals received. A motion was made and seconded (Hurtgen /Peavey) to
award the milling and crushing proposals to The Kraemer Company, Inc. of Plain
Wisconsin for seven thousand five hundred dollars ($7,500.00) per mile milling, three
thousand three hundred forty -six dollars ($3,346.00) per mile reclaimed, $.12 per square
foot for urban mill and crush and $.11 per square foot for six (6) foot wide milling and $.11
per square foot for profile milling. Motion carried.
2012 -2013 Goal Status Update: Ramberg reviewed his list of goals for the upcoming years.
Consider CTH "B" Pavinq Project State Municipal Agreement (SMA): Ramberg reviewed
the agreement with the State for paving approximately 3 miles on CTH "B ". A motion was
made and seconded (Peavey /Sicard) to approve the updated agreement as presented.
Motion carried.
Preliminary 2012 Budget Discussion: Ramberg reviewed potential changes to the 2011
and 2012 Highway Department General Transportation Aids (GTA) and other Federal and
State funding sources.
2012 -2013 Goals /Status and Update: The Committee reviewed recent actions on items
currently on or recently added to the Highway Department list of departmental goals.
Adjo Rebholz called for adjournment at 11:43 a.m. with unanimous consent of the
Committee.
