St. Croix County Planning and Zoning Committee
Wednesday, March 2, 2005
St. Croix County Government Center, Hudson, Wisconsin
Present: Chair Jan Zoerb, Supervisors Lois Burri, Wally Habhegger, and Buck Malick.
Excused: Brian Hurtgen
Staff: Dave Fodroczi, Ellen Denzer, and Bob Bezek
Guests: Mark Pendergast, Bill Berndt
Chair Zoerb called the meeting to order at 2:00 p.m.
Ordinance Amendments
a. Sanitary Ordinance Comments and Revisions — Staff summarized comments from the
February 17 public hearing and presented some recommended changes. Some hearing
comments addressed issues that the County cannot address due to limitations on authority
by administrative rule. The Committee endorsed minor language changes from agency
comments. The Committee discussed the main issue of ownership of common systems.
The language of section 12.4 A. 2. c) was revised to reflect input from the Department of
Commerce on the limited authority to restrict the ownership of common systems. Motion
by Habhegger, 2nd by Burri to recommend the Sanitary Ordinance for adoption as revised
by Committee review and discussion. Motion carried.
b. Agricultural District Comments and Revisions — Staff summarized comments from the
February 17 public hearing. All but one participant recommended adoption of the
Agricultural District as proposed. Based on the public hearing comments, the staff did not
recommend any changes. Motion by Malick, 2 by Habhegger to recommend the
Agricultural District for adoption as proposed at the public hearing.
c. Amendment Process and Timeframes — Staff proposed a revised timeline for adoption of
the Floodplain and Riverway zoning amendments in June instead of May to allow more
time for preparation and review. Motion by Malick, 2 by Burri to adopt the timeline.
Motion carried.
The meeting adjourned at 3:50 p.m.
