Public information meeting regarding the, proposed Land Division Ordinance and the
proposed Complementary Changes to Chapter 17, Zoning Ordinance. The committee
and staff will present the most recent versions of these amendments that were
considered last August by the County Board.

March 15, 2005
St. Croix County Government Center, Hudson, Wisconsin
Committee members present: Supervisors Jan Zoerb, Lois Burn, Buck Malick, Wally
Habhegger and Brian Hurtgen
Staff present: Dave Fodroczi, Robert Bezek and Alex Blackburn
Chairperson Zoerb called the meeting to order at 7:00 p.m. and explained the meeting process.
Dave Fodroczi explained that this meeting is for public information and is not a hearing. There
were handouts available that summarized public comments and related changes for the Land
Division Ordinance, as well as a handout of the proposed timeline for this process. Fodroczi
went over the public comments section by section.
Chapter 17
• A concern was expressed whether or not the handout was consistent with the draft of the
ordinance that was available. Fodroczi identified that it was.
• A concern was raised that many Towns do not have road or driveway standards in their
subdivision ordinance. Fodroczi identified that if a Town has road standards that those
would take precedence. Some similar language could be crafted for driveways.
Land Division Ordinance Comments:
• Two individuals raised the possibility that if a Town has lot design standards or a subdivision
ordinance they should be exempt from the County ordinance. Fodroczi identified that the
County has a precedent set for cooperative agreements with the Town of Troy.
• 13.7.B.2. a & b (p.13 -26) contradict. One says the Town ordinance applies and one identifies
"whichever is more exacting" takes precedence.
• Concern was raised about creating slopes and how those would be treated. Fodroczi
identified that those would be considered landscaping features and exempt from the
standards. Fodroczi commented that County could distinguish between pre and post
development. Another comment was made that they thought that there should be a minimum
10' elevation change before requiring a special exception permit:.
• A comment was made that the language in section 13.G.3.b, c &d (p. 13 -48) the use of the
term parcel is confusing or incorrect. The person identifying the concern will forward better
language.
• Representatives from the Land and Water Committee supported water quality standards in
the ordinance.
• A suggestion was made that access for a lot should be part of the, lot and not an easement.
• A concern was raised that ghost platting may cause enforcement problems. It was also raised
that the ordinance needs to better define where ghost platting would be allowed and that a
better distinction needs to be made between Transitional Development Zone and
extraterritorial plat jurisdiction.
• Farmette lots should be allowed so an existing farm house does not have to be torn down.
• Wording in 13.7.G.2. g & h should be changed to be less confusing.
• One individual wanted the rounding rule changed to allow for rounding up instead of down.

Chairperson Zoerb thanked everyone for coming and reminded the towns that any ideas from
them that will help the committee and staff to go in the right direction on these ordinance
changes would be appreciated.
After all comments were received, Zoerb declared the meeting adjourned at 9:40 p.m.
