Staff. Dave Fodroczi, Jenny Shillcox, Bob Bezek and Bob Heise. Chair Zoerb called the meeting to order at 8:30 a.m. Action on Previous Minutes: Zoerb proposed revising November 23 minutes with alternate language for discussion of disturbance of 20% slopes. Motion by Malick, 2 nd by Habhegger to approve the minutes of November 23, December 1, and December 28 with revisions to November 23 offered by Zoerb and correction edits to December 1. Motion carried. Siting Legislation Written Comments — Heise presented draft written comments on proposed animal waste facility siting rules to be submitted jointly by the Land and Water Conservation Committee and Planning and Zoning Committee. Committee and staff discussed structural and language changes to the letter. Motion by Burri, 2 nd by Habhegger to approve the letter with changes discussed and authorize the Chair to sign when complete. Motion carried. Committee Review of Proposed Lower St. Croix Riverway Ordinance — The Committee continued its review of the draft Lower St. Croix Riverway Ordinance from a previous meeting at Section 17.36 H. 6. Committee and staff reviewed the ordinance; by section and made language revisions during the process. The Committee recessed for lunch at 12:00 p.m. and reconvened at 1:00 p.m. The Committee completed its review and revision of the ordinance as a public review draft to be presented at a public information meeting on April 6th.
