PUBLIC INFORMATION MEETING NOTICE
The Planning and Zoning Committee will hold a public information meeting regarding the
proposed Lower St. Croix Riverway. The committee and staff will present the
proposed ordinance.
The meeting will be held on Wednesday, April 6th at 7 p.m. in the Community Room at
the Government Center in Hudson.
A copy of the draft ordinance is available at the St. Croix; County Planning and Zoning
Department at 1101 Carmichael Road or the draft may be obtained below.

MINUTES
St. Croix County Planning and Zoning Committee
April 6, 2005
St. Croix County Agricultural Center, Baldwin, Wisconsin
Committee members present: Supervisors Jan Zoerb, Lois Burri, Buck Malick, Wally
Habhegger and Brian Hurtgen
Staff present: Dave Fodroczi, Robert Bezek, Jenny Shillcox and Deb Murphy
Chairperson Zoerb called the meeting to order at 7:00 p.m. and explained the meeting process.
Dave Fodroczi explained that this meeting is for public information and is not a hearing. There
were handouts available to the public. Fodroczi explained that the draft of this ordinance has
been sent to the DNR and to Corporation Counsel. The public hearing for this ordinance is
tentatively set for May 12 but it may need to be moved back to a later date.
Jenny Shillcox, Zoning Specialist, gave a Powerpoint presentation to the public on the proposed
Riverway Ordinance. It was noted that the Land and Water Conservation Department has been
very involved in the drafting of this ordinance, as well, and comments from this meeting will be
shared with them. It was further noted that the definitions listed in the ordinance are directly out
of N.R. 188. Shillcox went through the ordinance section by section, and during that
presentation, the following comments were made by the public:
• Questions raised on net buildable area and how setbacks played into that.
• Concern expressed that the on page 7 -e, Storm water Management, is in direct
conflict with N.R. 151 requirements. Also suggested that page 8 e 2 and 8 d
need to be looked at as concerns were expressed on the wording on 100%
infiltration. It was felt that it was not fair to have existing sites use infiltration.
There is run -off from farms, boats pollute the river, etc., and thinks this part of the
ordinance needs to be looked at again.
Lighting: Need to re -word for better clarification — felt wording was unclear.
Question raised on tree planting (pg 18, 8.c.) Suggested to look at putting in
wording for "staggering" trees.
Question raised on lot sizes and how to deal with existing non - conforming lots
(page 17 -4 and Section 2 page 18)
Suggested wording change on compliance deposit and refunding money as
conditions are met. The suggestion was to allow some money returned as
conditions are taken care of. Page 23 8.A.1.
Suggested to change wording on page 23 8.b. to "... that permit or variance
would be revoked"
Suggested that National Park service look at the legal boundary of the riverway
for clarification.

• Troy interested in a Cooperative Agreement with the county.
Chairperson Zoerb thanked everyone for coming. The meeting Was declared adjourned at 8:15
p.m.
