PUBLIC HEARING NOTICE
The St. Croix County Planning and Zoning Committee will be conducting a public hearing
on Wednesday, February 23, 2005, at 7:00 p.m. at the St. Croix County Government
Center, 1101 Carmichael Road, Hudson, Wisconsin, to consider the following petition(s):
1) Clarence Morten to rezone approximately 44 +/- acres of land from
Agriculture to Ag /Residential. Location: Part of the NW '/ of Section 31,
T31 N -R1 9W, Town of Somerset.
2) Marvin Utecht to rezone approximately 45 +/- acres of land from
Ag /Residential to Agriculture. Location: The SE. ' / 4 of the NW '/4, Section
11, T29N -R16W, Town of Baldwin.
Information on this petition may be obtained from the office of the Planning and Zoning
Department, Hudson, St. Croix County, Wisconsin. In the case of cancellation of this
hearing, such notice will be announced on WIXK and WEVR Radio Stations, or call the
Planning and Zoning Office Department at 715 - 386 -4680 before 5:00 p.m.

MINUTES
PLANNING AND ZONING COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
February 22, 2005
Supervisors: Jan Zoerb, Brian Hurtgen, Lois Burri and Buck Malick were present. Wally Habhegger
joined the committee at 9:30 a.m. Staff: David Fodroczi, Deb Murphy, Alex Blackburn, Bob Bezek, Jenn
Emmerich, Ellen Denzer
Chairperson Zoerb called the meeting to order at 9:00 a.m. Agenda adopted.
Minutes: Motion by Malick, seconded by Hurtgen and carried to adopt the October 26, 2004, November
3, 2004 and January 11, 2005 minutes as corrected.
Major and Minor Subdivisions

Woodview Ridge Preliminary Plat — request for reconsideration: Based on evidence presented and a
new submittal of the plat, showing pan - handle lots, a motion was made by Habhegger, seconded by
Malick and carried to reconsider the conditions placed on the Woodview Ridge Preliminary Plat.
Discussion held on conditions for this plat. Motion by Malick seconded by Burri and carried to table the
plat until tomorrow night's meeting. Staff is to prepare a list of conditions to be satisfied in order to move
this plat forward.
Sunset Landings Concept Map: A discussion was held on the possible conditions for this plat.
Committee may want to see a biological assessment done on this site to determine the habitat. This item
will be placed on the meeting from tomorrow night to discuss concept approval for disturbance of 20%
slopes.
The committee recessed from 10:35 a.m, to 10 :40 a.m.
Roger and Judy Evans Variance Request: The applicant and their agent could not make the meeting
today and asked that this be tabled until the March 8 meeting. Motion by Habhegger, seconded by
Malick and carried to table until the March 9 meeting.
Bills/Invoices: The January 2005 bills will be reviewed at the meeting tomorrow night.
Code Enforcement: Jenn Emmerich went over the actions that have been taken on outstanding
violations. The committee is interested in an activity report in the future. Bezek and Emmerich will work
on that together and report back to the committee.
The committee recessed from 12:30 pm to 12:35 pm
Municipal Plats: The committee reviewed Somerset Villas I" Addition in S 3, Village of Somerset.
Motion by Malick, seconded by Habhegger and carried to certify no objection. No opinion is expressed
concerning adequate sewer service.
Rezoning Schedule: The committee scheduled a rezoning hearing for March 30"' at 7:00 pm at the
Government Center in Hudson for the following requests: Emmett and Margaret Langness (Baldwin) —
Ag to Ag/Residential.

Upcoming meetings: It was decided by the committee that the regularly scheduled meetings for this
committee will now begin at 8:30 a.m., rather than 9:00 p.m.
Blackburn informed the committee that the Country View Ridge plat in the Town of Richmond, is in the
extraterritorial area of the City of New Richmond. The city would like to see one -acres lots on this plat,
and Blackburn believes the committee has the authority to reduce the minimum lot size in the
extraterritorial areas of cities and villages. The City of New Richmond would like to address this issue at
the March 8` meeting. The committee agreed to place this on the agenda around 10:00 a.m. on March 8`
Ordinance Amendment Process and Timeframe: Staff went over questions that committee on the
Sanitary Ordinance. At this time, there will be no changes made to the proposed Sanitary Ordinance.
Will discuss further at the meeting tomorrow night. The staff will sent out a letter to all of the towns and
interested parties announcing the upcoming public hearing for the Sanitary Ordinance, and notifying them
that the proposed ordinance includes the amendment made on the county board floor at the August 2004
meeting.

MAJOR SUBDIVISIONS: February 22, 2005
Woodview Ridge — Final Plat : Motion by Malick, seconded by Burri to table the final plat until the
preliminary plat is reconsidered. Motion carried.
20% Slope Concept Review: Doug Zahler, S & N Surveying, presented the Mike Kohler concept for
disturbance of 20% slopes. The committee reviewed. Motion by Malick, seconded by Burri and carried
to allow the applicant to move forward with the concept plan, with the following conditions:
1. Property is in a primary environmental corridor. Establish conservation easement to maintain
migratory corridors.
2. Board Special Exception of Adjustment permit is needed after preliminary plat.
3. Dedicate to the Town, or provide covenants for disturbances outside the 66' right -of -way so
the Town can gain access to do maintenance
