HomeMy WebLinkAboutPlanning & Zoning 02-17-05 AGENDA - PLANNING AND ZONING COMMITTEE ST CROIX COUNTY NOTICE PUBLIC HEARING NOTICE The St. Croix County Planning and Zoning Committee will conduct a public hearing on Thursday, February 17, 2005 at 7:00 p.m. at the St. Croix County Government Center (Lower Level Community Room), 1101 Carmichael Road, Hudson, Wisconsin, to consider the following: 1) An Ordinance to replace the St. Croix County Land Use Regulations Chapter 15, Sanitary Code, with a new Chapter 12, Sanitary Ordinance, to conform with recent changes to the state plumbing code that establish standards and procedures for permitting individual and. common wastewater treatment systems. 2) An Ordinance amending the St. Croix County Land Use Regulations Chapter 17.14, Zoning Code, minor modifications to the Agricultural District. For anyone interested in reviewing, or obtaining a copy of these ordinances, please visit the office of the Planning and Zoning Director, St. Croix County Government Center, Hudson, Wisconsin, or view it on the County web page at www.co.saint- croix.wi.us. In the case of cancellation of this hearing, such notice will be announced on WIXK and WEVR Radio Stations, or call the Zoning Office at 715 -386- 4680 before 5:00 p.m. on February 17, 2005. Written comments will be accepted through 5 p.m. February 21 Jan Zoerb, Chair Planning, and Zoning Committee MINUTES St. Croix County Planning and Zoning Committee February 17, 2005 St. Croix County Government Center, Hudson, Wisconsin Committee members present: Supervisors Jan Zoerb, Lois Burri, Buck Malick, Wally Habhegger and Brian Hurtgen Staff present: Dave Fodroczi, Robert Bezek and Deb Murphy Chairperson Zoerb called the meeting to order at 7:00 p.m. and explained the hearing process. Dave Fodroczi gave a summary of the ordinance updates to the group and then gave a Powerpoint presentation on the two ordinances being amended. He further explained that there have been no changes to the ordinances since they were presented to the County Board last August. Fodroczi explained that the ordinances did fail at the County Board level, but several ordinances were presented at the same time, and there were no major objections to these two ordinances, so they are being presented tonight with no changes. He added that the re -write of the Sanitary Ordinance is to comply with the State Code.. Staff has also been notified by the DNR and Federal agencies that they need to adopt new Floodpla:in and Riverway Ordinances, as well. There is a very tight timeframe for the county to get all of these adopted. Handouts of the ordinances for this hearing were available to those in attendance. There was a question and answer period. Chairperson Zoerb opened the hearing to take comments from the public. Written comments will be accepted through 5 p.m. February 21 Jan Zoerb, Chair Planning, and Zoning Committee 1 • After the notice was read, the public addressed the committee and staff with the following comments: Sanitary Ordinance comments: Bill Berndt (On behalf of the Homebuilders Assoc. and the Realtors Assoc.) • Is strongly in favor of the new Sanitary Ordinance that is proposed. • Common systems will be beneficial and have been tested around the county with very few problems. He believes it will be positive for St. Croix County. Teresa Johnson (Chairperson for the Town of St. Joseph) • The Town has sent letters to the committee stating that they are adamantly opposed to homeowner's associations governing common systems. There are too may potential problems with this, and the Town thinks that this should not be part of the ordinance. Frank Phillips — Roberts • Thinks that pumping the common systems and getting rid of the waste will be a problem. Zoning Ordinance comments: Maxine Pike - Stanton • Supports the changes to the zoning ordinance and hopes that the two ordinances are voted on separately by the County Board and that this one gets passed. Jim Emmert — Pleasant Valley • Is concerned that people will not understand the criteria for the 35 -acre minimum lot size in the Agricultural District. Doug Hanson — Stanton • Is in favor of the amendments to the ordinance. Fodroczi told the group that the timeframe for comments to be submitted has been extended and comments will be accepted until 5:00 pm Tuesday, February 2:r due to the County offices being closed on Monday, February 21 Fodroczi added that March 15 and 23 have been set aside as the dates for the informational meetings on the Land Division Ordinance. The committee will not set public hearing dates until those informational meetings have been held. More materials on these ordinances will be out on the County website in the next couple of weeks. After all comments were received, Zoerb concluded that the hearing was over.
