PLANNING AND ZONING COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
June 28, 2005
Supervisors: Jan Zoerb, Brian Hurtgen, and Stan Krueger were present. Lois Burri and Wally Habhegger
were absent and excused. Staff. David Fodroczi, Bob Bezek, Alex Blackburn and Debbie Murphy.
Chairperson Zoerb called the meeting to order at 8:30 a.m. The agenda was adopted and it was announced-
that the date of the next meeting for this committee is July 12, 2005 at 8:30 a.m.

The committee recessed from 9:50 a.m. To 10:00 a.m.
20% Slope Discussion:
Roettger's Ridge Concept: Motion by Zoerb, seconded by Krueger and carried to approve the concept
map for disturbance of 20% slopes based on the concept for the sites indicated by the developer and per
the policy only allowing 20% slope disturbance for dedicated public roads and road right -of -way. Any
disturbance of 20% slopes of privately owned land is subject to approval from the Board of Adjustment. .
Pirius Concept: Motion by Zoerb, seconded by Krueger and carried to approve the concept map for
disturbance of 20% slopes based on the concept for the sites indicated by the developer and per the policy
only allowing 20% slope disturbance for dedicated public roads and road right -of -way. Any disturbance
of 20% slopes of privately owned land is subject to approval from the Board of Adjustment. .
Bills & Invoices — The May revenue report and payment of May bills were reviewed and signed by the
Chair.
Rezoning scheduling: (Lindquist, Owens, Hilsen, Wikre/DNR) — The committee set July 27, 2005 at
7:30 p.m. at the Government Center in Hudson as the hearing date for four rezonings.
Discussion on incomplete major and minor plat submittals: Discussion held with the staff on how to
address the issue of staff receiving incomplete plats on the due date. It was decided that the staff will
only allow complete applications for major and minor plats starting the fourth Tuesday in August.
Discussion held on County Surveyor fees. Bezek stated that the fees are; split between the preliminary
and final plats. The surveyor reviews the plats, but no longer sits in on the Technical Review Committee.
Staff will look at how the fee issue should be remedied, and get back to the committee.
Ordinance Amendments — Bezek handed out a timeline for the adoption of the Floodplain Ordinance.
Discussion held on timeline for public informational meetings and hearing, as well as presentation to
County Board.
A short discussion was held on how to work with the towns on Cooperative Agreements regarding the
Sanitary and the Riverway Ordinances.
A short discussion was held on sending a resolution to the Minnesota Governor regarding our Riverway
Ordinance. Fodroczi said the county needs to talk to the Wisconsin DNR and the Lower St. Croix
Management Committee and their position on this. Fodroczi will draft something for committee review.

Personnel Requests: Fodroczi went over Temporary Help Request for the 2006 Budget. Motion by
Hurtgen, seconded by Krueger and carried to move forward with these requests.
Capital Outlay Plan: Fodroczi asked the committee to approve the job description for Land Information
Manager and Senior Planner positions. These two positions would replace the GIS Specialist and Planner
positions now in the Planning and Zoning Department. They need to be forwarded to personnel to be put
through the Hay Evaluation process. Discussion held. Motion by Krueger, second by Hurtgen and
carried to send to personnel for review.
Kay Walsh told the committee that she has added a server for their department to the Capital Outlay
Budget. The cost would be $7,000.
The meeting adjourned at 11:45 a.m.

and a more level access, namely for the first 50 feet at 2 %. All of
Old 35 within the Town of St. Joseph will be asphalted to town
road standards.
c. A signed developers agreement, homeowner's association bylaws
and letter of credit.
d. Appear before Town of Hudson regarding any monies or
consideration they may request for the impacts to Old 35 within
their town.
e. Any major changes to the submitted road plans must be approved
by the town board. Any minor changes during construction must
be approved by Bonestroo.
f. Any changes to the road plans involving bridges, cattle culvert
size culverts must be approved by the Town Board and retaining
wall specifications and appearance be brought to us next meeting.
3. Comply with LWCC conditions.
a. Satisfy Town of St. Joseph conditions associated with their
approval of preliminary plat.
b. Satisfy comments from May 23 letter (see attached)
c. Explore alternatives to the proposed river access trail including a
walking trail and mechanical lift and report back to the LWCC on
July 5, 2005.
d. Obtain all required state and federal permits before commencing
construction.
4. Obtain DNR chapter 30 permit.
5. Comply with Highway Department comments.
a. 200 -foot radius curve between sta. 22 +24 and 25 +74 should be
super - elevated.
b. Guy wires near Station 22 +00 and 23 +00 must be moved.
6. Obtain DNR chapter 216 permit.
7. Obtain Army Corps of Engineers permit, this permit will contain
comments from the Fish and Wildlife Service and the National Park
Service.
8. Comply with conditions stated in 20 percent slope review letter. (see
attached)
9. Comply with Board of Adjustment conditions. (see attached)
