CROIX COUNTY GOVERNMENT CENTER, HUDSON WI July 12, 2005 Present: Committee: Chair Jan Zoerb, Supervisors Lois Burri, Brian Hurtgen, Wally Habhegger, Excused: Supervisor Stan Krueger; Staff. Dave Fodroczi, Ellen Denzer, Brett Budrow, Bob Bezek, Alex Blackburn, Jennifer Havens, Judy Olson Guests: Doug Zahler, Dave Alwin Call to Order: Chair Zoerb called the meeting to order at 8 :30 a.m. Date of Next Meeting: July 25, 2005 Action on Previous Minutes: Motion by Habhegger, 2 nd by Hurtgen to approve the minutes of January 12, February 23, March 30 and June 14, 2005. Motion carried. Hearing: 10:00 a.m. Dave Alwin requests a variance to the St. Croix County Subdivision Ordinance, Section 18.16 (D)(7)e Design Standards for Major and Minor Subdivision. The variance request is to exceed the 1000 feet in length requirement for a dead -end road. Blackburn gave the staff report. Mr. Zahler spoke for the applicant:, showed an aerial photograph of the property, and stated reasons for requesting the variance. Mr. Alwin stated that he intends to sell the portion of land adjoining Badlands Road to adjoining landowners. Public hearing closed. Motion by Habhegger to table the request. Motion 2 by Bum and carried. This item will be on the July 26 meeting agenda. Land Use Ordinance Applications Municipal Plats - Motion by Malick, 2nd by Burri to certify no objection to the plat of Sunrise Meadows, Village of Somerset, and stipulating that no opinion is expressed concerning adequate sewer service. Motion carried. Planning and Zoning Business Bills and Invoices - The June revenue report and payment of June bills were reviewed by the chair. 2006 Budget Process — Budget instructions will be available on August 5. Budget numbers should be loaded into the system by August 22. A special Planning and Zoning budget meeting should be scheduled in August. Planning Report — Denzer reported that Cylon's planning process is going well. At the last meeting most of the goals, objectives and policies were approved and Denzer was requested to give a presentation on implementation at the next meeting. The focus is on no major subdivisions. They are looking at transferring densities to more appropriate locations in the town when opportunities arise. Stanton had been struggling to get something in writing. Denzer has gathered and organized the materials written in the other sections including information discussed at the last meetings. With their direction she was able to get it written. The land use section is now complete. They are now anxious to complete the whole process. Both towns want no major subdivisions, will do a little more development, but more focused. 01 Both towns are also making clear policies on good use of agricultural land — using soil classifications and keeping small lot sizes of two to five acres. Cylon made a definite recommendation that there be no Ag -2 zoning. Stanton had good discussion at recent meetings on the changes in the City of New Richmond's comprehensive plan. Stanton realizes how much has been accomplished during this planning process and is ready to begin the implementation section. Budrow stated that Hammond remains status quo having completed its land use section. They will be encouraging the use of conservation subdivision design with common sanitary systems. In the implementation element they will put a timeframe in for developing a town subdivision ordinance to implement conservation design that will be dependant on what the County does with its subdivision ordinance for conservation design. The County ordinance may serve their purpose. Hammond is ready to begin the implementation section. The Town of Baldwin has been struggling to get its land use goals, objectives and policies in writing. They have had discussion in the last several meetings on other elements concerning land use and some different ideas. Baldwin is getting closer to having a resolution. Their current subdivision ordinance allows major subdivisions only with common sanitary systems, and they still seem OK with that as well and using conservation design. They are also discussing transfer of development rights and other density issues. Budrow stated that they now seem anxious to complete the process. Pleasant Valley is struggling in completing its plan because of density issues. The two per 40 density ordinance did not receive town board approval. Fodroczi distributed a survey received from Jim Janke on a comprehensive planning education series. Fodroczi distributed copies of an announcement from the U.S. Army Corp of Engineers regarding public meetings in July and August in support of its reconnaissance study of the St. Croix River watershed basin. The purpose of these meetings is to introduce individuals and groups to the study and request suggestions and ideas for potential federal projects. There may be possible relationships to projects that we have worked on. One meeting will be held on August 3 from 5:30 to 8:00 p.m. at the Hudson House. Special meetings with agency staffs are scheduled earlier on the same days. The appointment of someone to attend this session will be an agenda item for the July 26 meeting. Fodroczi stated that UW -River Falls is sponsoring a session on intergovernmental cooperation in Pierce, Polk and St. Croix Counties. A work group has met once or twice. A meeting is scheduled for August 31 at The Phipps Center. The letter received from UWRF invites up to five persons from any agency to be there. Determination of who will attend will be finalized at the August 9 meeting. We will also check with County Board Chair on coordinating attendance. Fodroczi reported that he, Bezek and Blackburn attended a session in New Richmond with the City and surrounding towns, a productive and constructive session with good communication with those local officials. A follow -up session is scheduled. There was discussion about the efforts of the intergovernmental council that had been established in the Hudson area. It was also mentioned that there might be some resources available through Jim Janke and the larger University Extension on those ideas and the whole idea of developing municipal boundary agreements. It was a good first meeting. Recycling - 2005 Special Collections Presentation Havens reported on this year's events. 22,000 pounds were collected at the clean sweep in May. There were 295 participants. The appliance collections in June were held in three locations - Baldwin, New Richmond and Hudson. User fees cover the costs. There were 344 participants this year - less than previous years, probably due to the availability of private facilities that now take old appliances. There will be another clean sweep and appliance collection in September. Four sites were used for the tire collections this year, Town of Hammond, Town of Richmond, Town of Troy and City of Hudson. These showed lower numbers than previous years as well. Reasons might be that many businesses now accept used tires. User fees pay the costs of the collections. Havens showed the changes from 2002, 2003, 2004 and 2005 and noted that we are seeing real growth in electronics disposal. User fees also pay the cost of this collection. Xcel Energy Landfill Siting Project — Fodroczi reported that Xcel Energy is looking to find an ash landfill site within 10 miles of its Bayport plant. Until recently it had not looked for a site in Wisconsin, but is now looking at the quarry in Hudson near the former dog track. Xcel's present site in Oak Park Heights will be at capacity by 2010. Fodroczi met with Denny Darnold, City of Hudson Community Development Director, who has attended the advisory committee meetings. He is providing updates. That committee is meeting each week and a final report should be ready on July 29. The Minnesota committee members would like Xcel to find reuses for the materials. We should know the outcome before the August 9 Planning and Zoning meeting. Land Information Report — Budrow reported that the land information update plan is in the hands of two reviewing counties. No comments have been received yet. Real Property Lister Update — Fodroczi reported that Shar Croes had eye surgery, but is now back at work. Judy Kahler, LTE, is working on processing outstanding documents to catch up on the backlog. Staff has put together a list of 20+ software questions and issues since the windows conversion. The response from the vendor on most issues is that they will consider changes in future updates. Information Technology staff will schedule a conference call and put some pressure on the software vendor and also see if they have received any suggestions from other clients for better procedures. The staff has identified what needs improvement to make for more efficient workflow. Information Technology staff is looking at the report output from the Fidlar software in the Register of Deeds office and our GCS software to see if they can combine output from both to track workload and work accomplished to show on a weekly basis how many documents are going through. Several municipalities have completed board of review. Those municipalities are complete until tax time. Code Administration Report Floodplain Ordinance Adoption Timeline - Bezek distributed copies showing changes to the model ordinance. These were forwarded to Corporation Counsel and the DNR for review. A public information meeting is scheduled for July 25. Committee members reviewed the timeline and made adjustments. Motion by Burri, 2 nd by Hurtgen to adopt the timeline with adjustments. Motion carried. Rezoning Schedule — Bezek reported that eight rezonings are scheduled. Hearings will be held on July 27 in Baldwin for three applicants; on August 3 in Hudson for four applicants, and one at the next Planning and Zoning meeting on July 26. None will require site visits. NR 115 Public Hearing Schedule and Comments — Bezek reported that the DNR has the fifth set of revisions. The public hearing will be held this night in Eau Claire on proposed revisions to NR 115. Bezek distributed three handouts - Information from DNR Listing Common Questions about the Proposal to Revise State Shoreland Zoning Standards, Comparison of Current and Proposed NR 115 Standards, and comments from Wisconsin County Code Administrators. Bezek will report further at the July 26 meeting. Final date for comments is August 26.
