PLANNING AND ZONING COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
July 26, 2005
Supervisors: Jan Zoerb, Brian Hurtgen, and Stan Krueger were present. Lois Burri and Wally Habhegger
were absent and excused. Staff. David Fodroczi, Bob Bezek, Alex Blackburn and Debbie Murphy.
Chairperson Zoerb called the meeting to order at 8:30 a.m. The agenda was adopted and it was announced
that the date of the next meeting for this committee is July 27, 2005 at 8:30 a.m.

20% Slope Discussion:
Rohl/Galep Concept: Jon Sonnentag of S & N Land Surveying, presented the map to the committee.
They are asking to disturb slopes of 20% for the creation of publicly dedicated roads in the Town of Troy.
Motion by Krueger, seconded by Hurtgen and carried to approve the concept map for disturbance of 20%
slopes based on the concept for the sites indicated by the developer and per the policy only allowing 20%
slope disturbance for dedicated public roads and road right -of -way.
The committee recessed from 10:35 a.m. To 10:45 a.m.
New Horizon Homes: No action taken as there was no one in attendance to represent the applicant.
David Alwin: Blackburn reminded the committee that this request was tabled at a previous hearing on
July 12"' to look at other options for access to this proposed subdivision. Doug Zahler represented David
Alwin, and stated that this access into the proposed subdivision is the best solution. The Town of Hudson
has recommended approval, stating that extending the dead -end road to 1680 feet would eliminate another
access onto Badland's road. The town feels that another access onto Badlands Road would place the
driving public at a greater risk, than extending the cul -de -sac. Discussion held.
Motion by Krueger, second by Hurtgen to approve the variance to the 1000 -foot maximum for a dead -end
road to allow the road (Germain Way) to extend to 1680 -feet, based on the following findings:
1. Locating the road with the connection to Badlands Road would require two variances. These two
variances would come from the Town of Hudson as they have their own zoning.
2. This request is consistent with the Town of Hudson road plan.
With the following condition:
1. The 66' portion of lot 7 that adjoins Badlands Road cannot be used for access to Badlands Road.
The variance was granted on a unanimous vote.
Bills & Invoices — The June revenue report and payment of May bills were reviewed and signed by the
Chair.
Municipal Plats: The following plats were reviewed by the committee:
Rolling Meadows Sixth Addition Section 15, Village of Roberts. Motion by Hurtgen, second
by Krueger and carried to certify no objection. No opinion is expressed concerning adequate
sewer service.

Whispering Pines North II, Section 26 and 35, Village of Somerset. Motion by Krueger,
second by Hurtgen and carried to certify no objection. No opinion is expressed concerning
adequate sewer service.
Rezoning scheduling: Nothing to schedule as of today.
Lois Burri joined the group at this time.
Ordinance Amendments — The committee and staff reviewed this Floodplain Ordinance at the public
hearing last night. It was decided to move forward with the timeline for adoption of the Floodplain
Ordinance.
Bezek informed the committee that staff will be coordinating with the Land and Water Conservation
Committee on comments for N.R. 115. This will be placed on the August 9"' committee agenda.
Minutes: Motion by Hurtgen, second by Burri and carried to approve the February 23, April 12, April
26, March 22 and March 30 minutes. Krueger abstained.
Authorization to exceed lodging allowance: Fodroczi explained that Brett Budrow will be attending a
GIS User Conference in San Diego. The lodging out there is higher than the allowed amount. The rate
for a room is $169 /night for 4 nights. Motion by Krueger, second by Hurtgen and carried to allow staff to
exceed the county room rate.
The meeting adjourned at 11:15 a.m.

PUBLIC HEARING NOTICE
The St. Croix County Planning and Zoning Committee will be conducting a public hearing on Tuesday,
November 22, 2005 at 10:00 a.m. at the St. Croix County Government Center, Hudson, Wisconsin, to
consider the following petition(s):
1) Ed Joseph requests a variance to the St. Croix County Subdivision Ordinance, Section 18.16
(H)(2) Design Standards for Major and Minor Subdivisions. The variance request is to allow
the installation of a septic system off lot via a recorded easement.
Location: The SE 1 /4 of the SE 1 /4, Section 14, T30N -R16W, Town of Emerald
Information on this petition may be obtained from the Planning and Zoning Department, Hudson, St. Croix
