The St. Croix County Planning and Zoning Committee will be conducting a public hearing
on Tuesday, April 26, 2005 at 10:30 a.m. at the St. Croix County Government Center,
Hudson, Wisconsin, to consider the following petition(s):
1) David Ault requests a variance to the St. Croix County Subdivision
Ordinance, Section 18.16 (D)(7)e Design Standards for Major and Minor
Subdivision. The variance request is to exceed the 1000 -foot length
requirement for a dead end road

PLANNING AND ZONING COMMITTEE
APRIL 26, 2005
Supervisors: Jan Zoerb, Brian Hurtgen, Lois Burri, and Buck Malick were present.
Wally Habhegger was absent and excused Staff: David Fodroczi, Bob Bezek, Alex
Blackburn and Debbie Murphy.
Chairperson Zoerb called the meeting to order at 8:3o a.m. Agenda adopted.

20% Slope Discussion:
Roettger's Ridge: Motion by Malick, seconded by Burri and carried to table as
no one was in attendance to represent this request.

Bristol Farms Concept: Motion by Malick, seconded by Burri and carried to
approve the concept map for disturbance of 20% slopes subject to review by the
staff to determine if there are environmental issues to be reviewed by the Planning
and Zoning Committee.
Ahren's Concept: Motion by Malick, seconded by Burri and carried to table this
request until the committee has an opportunity to view the site. Staff will set up a
time for this.
Hills of Troy Concept: Motion by Malick, seconded by Hurtgen and carried to
table this request until the committee has an opportunity to view the site. Staff
will set up a time for this.

David Ault Variance Request: The following notice was read into the record:
David Ault requests a variance to the St. Croix County Subdivision Ordinance,
Section 18.16 (D)(7)e Design Standards for Major and Minor Subdivision. The
variance request is to exceed the l000 -foot length requirement for a dead end
road. Location: 2o6o 117t Ave., Hammond, VA'I— Section 1, T29N -R17W, Town of
Hammond.
Pete Gartman, of Cedar Corporation, represented the applicant. The request is to
extend a dead -end road to 115o -feet. The ordinance requires a dead -end road to
be no longer than 1,000 -feet. The Town of Hammond and the County Surveyor's
office support this variance request, as the loon -foot requirement would cause
irregular shaped lots and flag lots to occur on this property. The property to the
north is a St. Croix county park, and the Pine Lake subdivision is to the east. Lot 1
may be deeded to an adjoining property owner. An easement for lot 1 is on file.
Steve Wlodyga, representing Pine Lake Association, stated concerns as follows:
Look at Lot 1 being created as an outlot, look at alternative roads that what is
being proposed, slopes over 20% in some area, soils are not good in some areas for
POWTS, no hardship present, needs a Chapter 30 permit from the DNR for some
of the lots, may create problems for Pine Lake.

Gartman addressed comments made by Wlodyga and reiterated that the Town of
Hammond and Fran Bleskacek, from the County Surveyor's office, have met and
asked Ault to apply for the variance. Cedar Corporation has put together 5
different layouts and this one has the least amount of impact to the wetland area.
Dan Schmidt, a neighboring property owner at 117th Avenue, does not have an
objection but just wants to see that this project is handled carefully to protect the
lake.
Blackburn went over the staff report with the committee. Discussion held. The
committee would like to have the Land and Water conservation review and
comment, and have the applicant receive their Chapter 30 permit from the DNR.
Motion by Malick, seconded by Burri and carried to table the request until
comments are received from the LWCD and a Chapter 30 permit is obtained from
the DNR.
Update on the status of tabled plats and CSMs: Short discussion held on
the tabled CSM's and plats. Staff will add the date of submittal onto the report.

Bills, Invoices and Revenue Report: Chair Zoerb has reviewed and approves
of the bills and reports.
Municipal Plats: The committee reviewed the municipal plat of Evergreen
Valley III, Section io, City of New Richmond. Motion by Malick, seconded by
Burri and carried to certify no objection. No opinion is expressed concerning
adequate sewer service.
Interpretation of 18.16HE. Minimum frontage on a public or private
road: The staff presented language to use as interpretation of this section of the
ordinance. The committee reviewed. Motion by Burri, seconded by Hurtgen to
approve the following language:
Every lot created shall front on a public or private road. The road shall be built to
town or county standards, whichever is applicable. Describing easements will no
longer suffice as road frontage. Submittals received up to and on May 24, 2005
are subject to the old interpretation. All submittals received May 25, 2005 and
after are subject to the new interpretation.
Update on Deputy Zoning Administrator's Training Session: Bezek
handed out information from the training session and reviewed with the
committee. Discussion held. Overall, staff thought the session was very
successful.
The committee recessed for lunch from 12:00 noon p.m. to 1:oo p.m.
Ordinance Amendments
The committee reconvened to review the St. Croix Riverwary and Sanitary draft
ordinances.
The meeting was declared adjourned at 4:00 p.m.
