Supervisors: Jan Zoerb, Brian Hurtgen, Lois Burri, Wally Habhegger and Stan Krueger were present.
Staff. David Fodroczi, Bob Bezek, Alex Blackburn and Debbie Murphy.
Chairperson Zoerb called the meeting to order at 8:30 a.m. and introduced Supervisor Stan Krueger as a
new member of the committee. He replaced Supervisor Buck Malick, who is now a member of the Board
of Adjustment. Agenda adopted.

Grant Fleischauer Variance Request: The following notice was read into the record: Grant Fleischauer
requests a variance to the St. Croix County Subdivision Ordinance, Section 18.16 (H)(3) Design Standards
for Major and Minor Subdivision. The variance request is to reduce the required minimum road frontage of
66 -feet. Location: 1157 Highway 63, Baldwin, W1 54002
Blackburn went over the staff report with the committee. The request is for a variance for relief from the
required 66 -feet of road frontage to construct a home on an 8 -acre parcel. Xcel energy owns a 50 -foot strip
of land that runs along the south side of the property on County Road DD. The applicant has a 20 -foot
driveway easement from Xcel Energy to cross the 50 -foot strip of land to allow the applicant access into the
property. Xcel Energy will not grant a 66 -foot easement, as required by ordinance, for an access. This is the
only access into the property.
Grant Fleischauer, owner, reiterated the staff's comments, stating that this is the only access into the property
and Xcel Energy will only grant him the 20 -foot easement. There was no opposition to the request.
Discussion held. Motion by Hurtgen, seconded by Krueger and carried to approve the variance request to
allow a 20 -foot easement for access into the property. Documentation from Xcel Energy granting the 20 -foot
easement should be submitted to the Code Administrator for review. The approval was based on the
following findings:
1) The variance request does not create any apparent negative impacts or atypical land use;
2) There was no opposition to the request.
Bruce Lenzen: The following notice was read into the record: Bruce Lenzen requests a variance to the St.
Croix County Subdivision Ordinance, Section 18.16 (H)(6) Design Standards for Major and Minor
Subdivision. The variance request is to exceed the 3:1 ratio of depth to width of a lot. Location: Lot 4 & 5,
Bruegler Court, Hudson, W154016
Blackburn explained the request and went over the staff report with the committee. The request is for a
variance to the 3:1 lot ratio to allow the applicant to split the outlot on the property and add onto two existing
lots. Blackburn further added that according to the ordinance, this outlot would be able to be split without a
variance in two years. The Town of Troy has recommended that the variance be granted at this time.

Bruce Lenzen, owner, explained that the reason for this request is to allow outlot 1 to be split and added onto
the two existing lots in order to gain access to the river, rather than an easement through the neighboring
proeprty. A property owner cannot put a dock on the St. Croix River if they do not own the property. The
outlot was originally created because of the 3:1 lot ratio, and due to the unique characteristics of the property,
and the slopes, this lot would never be allowed as a buildable area. By adding this land onto an existing
parcel, it will not change the use of the outlot. It will remain unbuildable. The building sites on the existing
lot 4 and 5 meet all required setbacks
Gloria Wahrenbrock, Supervisor for the Town of Troy, spoke on behalf of the town stating that the town is
in favor of the variance. The town believes this adds value to the land and is a much more workable situation
for everyone. The town has placed a restrictive covenant on the property that no further subdividing of lot 4
and 5 may take place.
There was no opposition to the request.
Discussion held. Motion by Habhegger, seconded by Krueger to approve the variance request based on the
following findings:
1) The request eliminates and outlot.
2) The Town of Troy has recommended approval and has restricted Lots 4 and 5 from no further
subdividing and one home is allowed on each lot.
3) In two years, the applicant would be allowed to split the outlot per the ordinance.
4) Allows the applicant access to the St. Croix River.
Motion carried on a 4 -1 vote with Zoerb voting in opposition.
20% Slope Discussion:
Secluded Land Co.: Motion by Zoerb, seconded by Hurtgen and carried to approve the concept map for
disturbance of 20% slopes based on the concept for the sites indicated by the developer and per the policy
only allowing 20% slope disturbance for dedicated public roads. Staff is to send a letter to the town
regarding town roads and options for dealing with slopes outside of the road right -of -way.
Roettger's Ridge: No action taken. No one was in attendance.
Bristol Farms Concept: Motion by Zoerb, seconded by Burri and carried to approve the concept map
for disturbance of 20% slopes based on the concept for the sites indicated by the developer and per the
policy only allowing 20% slope disturbance for dedicated public roads.
Ahren's Concept: Motion by Zoerb, seconded by Burri and carried to approve the concept map for
disturbance of 20% slopes based on the concept for the sites indicated by the developer and per the policy
only allowing 20% slope disturbance for dedicated public roads, and to include joint driveway
construction on lots 6 & 7 to include paving and curb and gutter to facilitate management of erosion
control. No special exception needed.
Hills of Troy Concept: Motion by Zoerb, seconded by Burri and carried to approve the concept map for
disturbance of 20% slopes based on the concept for the sites indicated by the developer and per the policy
only allowing 20% slope disturbance for dedicated public roads.
Recessed at 12:45 p.m. until 1:45 p.m.
Bills & Invoices — The May revenue report and payment of May bills were reviewed by the Chair. She
requested a review of fees of other departments that do work for Planning and Zoning.

Municipal Plats — Motion by Burri, 2 by Hurtgen to certify no objection to the plat of High Meadows
in the City of River Falls and stipulating that no opinion is expressed concerning adequate sewer service.
Motion carried.
Motion by Hurtgen, 2 by Habhegger to certify no objection to the plat of Rolling Meadows 5 th Addition
in the Village of Roberts and stipulating that no opinion is expressed concerning adequate sewer service.
Motion carried.
Rezoning scheduling and tabled rezonings (Beauvais, Forrest, Troy Development) — Bezek reported
that four rezonings are scheduled for the June 8 meeting.
Bezek stated that the Forrest and Beauvais rezonings are for adjacent properties. Forrest is requesting to
rezone .69 acres from exclusive ag to ag- residential. A letter of approval was received from the town
clerk. The Beauvais request is to create a buildable lot. Motion by Hurtgen, 2n by Burn to approve the
Forrest request to rezone .69 acres based on staff recommendation and contingent on creation of a CSM
and a driveway access easement be shown. Motion carried. Motion by Habhegger, 2n by Burri to table
the Beauvais request. Motion carried.
County Official Newspaper — Fodroczi stated the official County newspaper is now the Woodville
Leader. Rezoning and special exception notices are also published in the Hudson Star Observer as well as
the official newspaper of the town where the property is located.
COOP -COG Approval — Fodroczi stated that this is not yet completed.
Waiver to Exceed Maximum Allowance for Hotel — Fodroczi stated that the room rate for the hotel in
Sheboygan used for the recent WAPA conference was more than the allowance. Motion by Burri, 2nd
Habhegger to approve exceeding the maximum hotel rate allowance. Motion carried.
Comments on Proposed State Budget Revisions — Fodroczi reported that the State Joint Finance
Committee removed all the funding ($2 million) for comprehensive planning and transferred it to the
general fund, then repealed the comprehensive planning law. There is a movement to ask the legislature
to reinstate the funding and the law. Approximately 450 communities have started comprehensive
planning projects. We can communicate to the legislature to restore the funding and the law as part of the
budget bill. The budget will go to the legislature in the next two to three weeks. Fodroczi presented a
resolution to recommend for County Board approval, however, the County Board will not meet until June
21. Motion by Burri, 2n by Habhegger to endorse forwarding the resolution for County Board approval
and a letter with Greg Timmerman's signature be sent to the legislature stating that a resolution is
forthcoming. Motion carried.
Ordinance Amendments — Bezek stated that the hearing on Riverway and Sanitary Ordinances will be
held May 26. There are two main concerns —1) ownership and maintenance costs of common systems
and 2) potential nitrate problems.
Register of Deeds —
Update on Laredo - Tapestry — Walsh reported that we can expect electronic recording to be
implemented in the near future. A demonstration on Xpedite, an e- filing program by Fidlar will be held
here on June 14. Fidlar will mail information on e- filing deeds including the list of benefits and fees to
our customers.
COOP -COG Approval — Motion by Zoerb, 2 by Habhegger to approve with one question resolved
with risk management. Motion carried.
Aperture Card Scanning Project — Walsh reported that the person doing this has accepted another
position. She stated that the project is taking longer than expected. Walsh suggested that we look at
outsourcing this work.

Preliminary Capital Outlay Items for 2006 Budget — Walsh distributed the Preliminary Capital Outlay
for 2006. She will submit a request for a part -time position in June.
Review and Recommend Reclassification of Register of Deeds Staff for Contract Negotiations -
Walsh distributed Justification for Reclassifications and job descriptions of positions in the Register of
Deeds Office for review. These received Committee approval last year, however, Personnel Committee
did not adjust the pay ranges. She would like to submit again this year.
