COUNCIL ON AGING AND DISABILTIES MEETING
April 21, 2011
County Board Room, Hudson, WI
CALL TO ORDER: Council Chair Nelson called the meeting to order at 9:00 a.m. Pledge of Allegiance was
said.
ROLL CALL: Supervisors: Al Schrank, Buzz Marzolf, Esther Wentz, and Sharon Norton- Bauman; Council
members: Michelle Chevalier, Sue Nelson, Deb Brennan, Judy Harrison- Belisle Vera Grant, Ramsey Lee, and
Lois Burri. Also present ADRC Manager Brad Beckman; HHS Director Fred Johnson; Information &
Assistance Specialist Kelly Weber; Administrative Assistant Renea Aeschliman; Caregiver Support
Coordinator Nancy Abrahamson and Nutrition Program Managers Gina Evenson, Jan Thompson, Velma
Crosby, Amy Hueg, Di Johnson, Vivian Kemling, Faye Simone, Joyce Schwartz, and Lyn Larson.
ACTION OF PREVIOUS MINUTES: A motion to approve the minutes as corrected was made by
Supervisor Schrank; seconded by Supervisor Marzolf; motion carried.
DATE OF NEXT MEETING: Thursday, May 19 at the Board Room of Health & Human Services St. Croix
County in New Richmond.
1. Monthly Financial Report: Johnson announced HHS Fiscal Manager Tonya Kusmirek resigned and some
of the fiscal transition planning may be put on hold or slowed. Council members received financial information
for the ADRC and the Aging programs for March. Johnson pointed out that all levy dollars are reflected on the
revenue side for the Aging program. Johnson also mentioned the reports will be modified to reflect actual and
projected revenue and expense.
Revenue Consolidations: Johnson informed the Council the process of consolidating revenue line
items started prior to the resignation of Kusmirek. The line items descriptions will correlate with program and
fiscal to ensure proper recording. Additional steps will be up to the incoming HHS Financial Manager. At this
time the following steps are being taking to ensure fiscal responsibilities are still being fulfilled — create
workgroups to work with fiscal on completing projects, determine which staff will be assigned to complete and
submit monthly reports to the state, and contract with Kusmirek to assist with training on monthly reporting and
revenue adjustment work.
2. Consideration of Claims & Vouchers: Council member Lee reviewed the vouchers. A motion to accept the
vouchers as presented was made by Council member Lee and seconded by Supervisor Marzolf; motion carried.
Please see page 4 for a list of vouchers reviewed by Lee. Supervisor Marzolf will review next month's
vouchers.
3. ADRC State Budget - update: Beckman provided the Council members with a handout from the Greater
Wisconsin Agency on Aging Resources, Inc (GWAAR). The handout provides some information on what the
state budget bill may impact. Beckman informed the Council the expansion of ADRCs will continue. With
Family Care as of July 1 St no additional consumers can be brought on. He also pointed out there were no cuts or
increases to the transportation or aging programs at the state level, however there is still a possibility of funding
cuts at the federal or local levels.
4. Senior Care — update: Beckman informed the Council it still unknown as to what will happen to Senior
Care. It looks as though it will remain in the budget, but in what manner is still unknown.

• Senior Center/Nutrition Program Beckman informed the Council of a memorial given to the Home -
Delivered Meal Program by a former participant's family. He also mentioned a grant that was received by
the New Richmond Collaboration, the group working with the New Richmond Senior Center on the
middle school project, from the Bremer Foundation to assist in remodeling the building and to purchase
needed equipment in the kitchen.
o Nutrition Program Managers
• River Falls — Nutrition Program Manager Faye Simone informed the Council everything is going
well at the River Falls Nutrition Senior Center. Activities include blood pressure clinics twice a
month, foot care once a month, bingo twice a month, 500 & Euchre weekly, and pool daily. The
participants were able to go on a couple of trips and are planning to go to Como Park
Conservatory and Pioneer Days in Bay City when the weather warms up. The Holiday Pie
Fundraiser was a success for the Senior Center. The next fundraiser will be a breakfast/brunch
held at the Moose Lodge in the fall.
• Woodville — Nutrition Program Manager Lyn Larson told the Council the Senior Center received
new floors due to the flooding last fall. The children from the 4K program through Parkview
visited in the fall and will return in the spring to sing for the participants. The annual card
tournament was held at the Senior Center last week. Activities include bingo twice a week, Wii
bowling, foot care once a month, entertainment and other special events. The participants are
looking forward to Syttnede Mai in May, trip to Russian Orthodox Church in Clayton in June or
July, to see the Church Basement Ladies in August and a bingo bash with lunch catered in. The
Holiday Pie Fundraiser was a success and the next fundraiser will be a Soup /Salad Luncheon in
August.
• Somerset — Nutrition Program Manager Joyce Schwartz informed the Council some of the
activities at the Senior Center are bingo, trivia, and reminisce daily, monthly blood pressure
checks, birthday party celebrations, weekly shopping trips, different speakers, and seasonal
celebrations with entertainment. Schwartz stated the fall and spring Holiday Pie Fundraisers were
a success for the Senior Center. The transition students from the Somerset High School come in
weekly to assist with dishes or to socialize. The St. Anne's kids also visit monthly and make tray
favors for the hospital.
• New Richmond — Nutrition Program Manager Vivian Kemling announced they are seeking more
participants to dine and enjoy activities at the Senior Center. The Holiday Pie fundraiser went
really well. Upcoming activities include Father's Day Picnic, Polka Pot Luck Picnic, and trips to
Baldwin A &W and Cady Cheese Factory. Participants are able to go shopping every other week
in New Richmond using the van. She mentioned the process for moving to the old New
Richmond Middle School will be starting soon.
• Hudson — Nutrition Program Manager Di Johnson informed the Council the participants continue
to visit their favorite spots on Mondays. The Monday picnics will start up mid May at Ferry's
Landing in North Hudson. The Special Education students from the Hudson High School visit the
Senior Center throughout the winter season. Some of the activities held during the month are
blood pressure checks once a month, foot care twice a month, and birthday celebration once a
month with entertainment. Johnson is looking into the railroad program outside of River Falls for
a tour. The Holiday Pie fundraiser went really well. They are looking forward to hosting the
Annual Card Tournament mid May.
• Hammond & Roberts — Nutrition Program Manager Amy Hueg informed the Council the Annual
Card Tournament & Holiday Pie fundraiser went really well. The Walk Across St. Croix County
has finished up with an weekly average of 20,000 the first week and 25,000 the last week. The
Roberts Senior Center celebrated 10 Anniversary and sweethearts on Valentine's Day as an open
house. Some of the regular activities include cards, bingo, Mexican train dominoes, Wii bowling,

blood pressure checks, exercise, and a variety of presenters.
• Glenwood City — Nutrition Program Manager Velma Crosby informed the Council the Senior
Center also took part in the Holiday Pie Fundraiser and hosted a Beef Stew fundraiser in the fall.
Throughout the year, seasonally activities were held with entertainment. The Senior Center Board
wanted to focus on Health Promotion throughout the year, so a variety of speakers on health
related issues spoke. Trips to the Ellsworth Cheese Factory and the Best Maid Cookie Factory
were taken and enjoyed by all. Upcoming travel plans include trips to Polk County nursery, Best
Maid Cookie Factory, and one of the St. Croix County Parks. The Annual Countywide Card
Tournament was held last month and went really well.
• Deer Park — Nutrition Program Manager Jan Thompson informed the Council they hosted a
holiday brunch to thank all those that help support the Senior Center. Shopping trips, monthly
birthday celebrations, anniversary parties, and holiday parties take place throughout the year. The
Senior Center received a new flat screen TV, DVD player, and defibrillator. Thompson thanked
all those involved in the purchase of the new stove. She also thanked the Cylon and Deer Park
Boards for the new lighting and countertops in the kitchen. The money raised from the Holiday
Pie Fundraiser will be used to help with the 25 Anniversary celebration on May 19''.
• Baldwin — Nutrition Program Manager Gina Evenson informed the Council the first part of the
year has been difficult at the Senior Center with passing of two influential folks. The Senior
Center is open on Fridays to allow for individuals to come in and play games. Some of the regular
activities include dominoes and bingo. The Table of Knowledge, which is a group of men, and
The Table of Wisdom, which is a group of women, meets daily. A variety of activities, trips,
entertainment, and speakers were held throughout the year. Recently received a grant from the
Baldwin Community Fund and an anonymous donation that will be used to purchase a variety of
items for the Senior Center and assist is offsetting the cost of the trips. They are looking
forwarding to hosting the Annual Countywide Card Tournament, attending a St. Paul Saints game,
and a fashion show with Fashion Bug in Hudson, with the participants as models, Wii Bowling
Tournament against other Senior Centers throughout the United States.
• Pie Fundraiser — update Beckman informed the Council the Holiday Pie Fundraiser was very successful
for the Senior Centers. In the future the fundraiser may only be held in the fall.
• Annual Countywide Card Tournament — update Beckman reported the Card Tournaments are going
really well with around 75 — 80 players. There have been more new players this year then in the past.
Baldwin is currently in the lead with Deer Park in second after three weeks of play.
• Equipment Replacement — stove Glenwood City Beckman informed the Council the stove in Glenwood
City needs to be replaced. The City of Glenwood City has agreed to pay half of the cost of the stove. He
is seeking bids for both electric and gas stoves. Currently there is an electric stove on site, but we are
looking into whether a gas stove can be installed. There is gas coming into the building, but not the
kitchen so there would need to be some work done to supply gas to the kitchen. The Nutrition Trust
Account will cover all the cost pertaining to the stove.
• Caregiver Program Caregiver Support Coordinator Abrahamson provided the Council members with a
draft for the upcoming Caregiver Conference. They are still waiting from confirmation from a couple of
the speakers.
Abrahamson updated the Council regarding the Living Well with Chronic Conditions grant. She was
not able to attend the training and she will be meeting with two other lay leaders later in the day. They are
hoping to hold a couple of the classes throughout the St. Croix County and the Senior Centers as well.
• Interfaith Volunteer Needs Handout The Council received the most recent volunteer needs list
in their monthly packet.
• DayAway Adult Respite Program Update Abrahamson informed the Council the DayAway
program in New Richmond is booming. The Hudson location on Mondays has declined.

• Transportation Program Beckman informed the Council the vehicles purchased using the 53.10 Grant
will be arriving in July.
Beckman briefly informed the Council regarding the transition to Logistic Care Solutions, the
company brokered by the State of Wisconsin to oversee all Medicaid Transportation in Wisconsin, is on a fast
track. The Volunteer Medical Transportation Program through the ADRC will not contract with Logistic
Care as a provider. As of July 1, 2011 the ADRC will no longer transport individuals on Medicaid, they will
need to go through Logistic Care for transportation.
• Transportation Requests Beckman presented transportation requests for Glenwood City to Polk
County on May 10 and Hudson to Ellsworth Cheese Factory. A motion to accept the
transportation request was made by Council member Lee; seconded by Supervisor Marzolf;
motion carried.
6. ADRC updates:
• Information & Assistance Specialist — Update Information & Assistance Specialist Kelly Weber
reported between March 17, 2011 to April 20, 2011, one referral was made to Community Health
Partnership — Partnership Plan; 15 referrals were made to Community Health Partnership — Family Care
Plan; 3 individuals disenrolled from CHP. Four clients have been referred to IRIS with seven enrolled
and no disenrollments. There were six nursing home relocation referrals. There were 36 PAC referrals
with 16 of them requesting information on the ADRC. The total number of assessments for the month
was twenty- three. One hundred forty -eight individuals are currently on the waiting list. Weber informed
the Council waitlist letters went out the first of April. So far, forty -five responses have been received
from individuals wanting to stay on the waiting list. Those who do not respond by the end of April will
be removed from the waiting list.
• Adult Protection & Benefit Specialist Contract Position — Miranda Hotter Beckman informed the
Council Miranda will be introduced at next month's meeting.
• 3 rd Annual Health & Wellness Expo — wrap up: Abrahamson informed the Council the Expo for this
year was a huge success. Most of the attendees heard about the Expo through the ads in River Towns
News and the ADRC Newsletter. The vendors and participants found the event to be well organized
and enjoyed the screenings and bingo. Next year, the Expo will start at 8:30 am and end at 11:30 with
the possibility of mini demonstrations.
• Volunteer Appreciation Luncheon: Beckman reminded the Council members to RSVP for the
Luncheon on Friday, April 29 at The Orchard in Baldwin.
7. Correspondence Beckman read a thank you from the SOURCE.
8. Possible Agenda Items for Next Meeting:
CHIP information; CASTLE update; Adult Protection & Benefit Specialist Contract Position — Miranda Hotter.
A motion to adjourn was made by Supervisor Wentz and seconded by Council member Grant; motion carried.
