BACKGROUND INFORMATION
5.9 Separation From Employment Policy Proposed Changes
• 5.9.4 Resignation: Updated language regarding Long Term Sick Bank
o Long-term sick bank hours will be processed according to the Paid Time
Off and Long-Term Sick Bank policy.
• 5.9.5 Layoff: Updated language regarding Long Term Sick Bank
o Long-term sick bank hours will be frozen at the time the employee is laid
off.
o If the employee is not reinstated or rehired during their layoff period, and
the employee meets the retirement eligibility requirements by the last day
of their layoff period, the LTSB hours will be processed as defined in the
Paid Time Off and Long-Term Sick Bank policy.
• 5.9.7 Death: Updated language regarding Long Term Sick Bank
o Upon the death of an employee, the LTSB hours will be processed as
defined in the Paid Time Off and Long-Term Sick Bank Policy.
• 5.9.8 Retirement: Updated language regarding Long Term Sick Bank
o Retiring employees hired prior to October 5, 2022, with a positive balance
in their Long-Term Sick bank (LTSB) will have the hours converted into a
cash-equivalent to be deposited, tax-free, into a Retirement Health
Savings Program.
o Employees hired on or after October 5, 2022, will not be eligible for a LTSB
pay-out.

1 WHEREAS, on September 2, 2014, St. Croix County adopted the current version of the
2 St. Croix County Personnel Policies and Procedures Handbook; and

4 WHEREAS, the handbook was further amended between 2015 and 2022; and
5
6 WHEREAS, the Staff Advisory Committee and department heads have been provided
7 copies of the updated policies for review; and
8
9 WHEREAS, on December 13, 2022, the Administration Committee reviewed the
10 amendments and recommends approval to the St. Croix County Board of Supervisors.

12 NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of
13 Supervisors that the St. Croix County Personnel Policies and Procedures Handbook is hereby
14 amended as follows:

Legal Note:
Fiscal Impact: Policy change is updated to reflect LTSB payout previously approved,which
reduces future financial liabilities.
