The submittal described above has been reviewed for conformance with applicable Wisconsin Administrative Codes and Wisconsin
Statutes. The submittal has been CONDITIONALLY APPROVED. This system is to be constructed and located in accordance with
the enclosed approved plans and with any component manual(s) referenced above. The owner, as defined in chapter 101.01(10),
Wisconsin Statutes, is responsible for compliance with all code requirements.
The following conditions shall be met during construction or installation and prior to occupancy or use:
• Approval is hereby granted pursuant to s. SPS 385.60(2), Wis .Adm. Code, to estimate the depth of seasonal soil saturation
based on an interpretive determination process completed by Mary Jo Huppert, Certified Soil Tester (CST) and her
recommendations.
• This approval is limited to the soil characteristics within the tested area. This approval is based upon best management
practices and does not warranty the functioning of the system. Water conservation, wastewater disposal practice and system
maintenance will aid in the longevity of the system.
• On -site visit was conducted by CeCe Rudnicki, DSPS on October 26, 2022.
• The estimated highest level of prolonged soil saturation approved under this determination is 6 inches below grade. At
least 36 inches of sand lift on top of 6 inches of unsaturated, in -situ soil is required for adequate treatment and dispersal — per
the soil tester's recommendations.
• The basal soil application rate for the mound shall be 0.6 gpd/sf, and the linear loading rate 6.0 gpd/ft.
• Prior to construction of the dispersal area, check the moisture content of the soil to a depth of 8 inches. Smearing and
compacting of wet soil will result in reducing the infiltration capacity of the soil. Proper soil moisture content can be
determined by rolling a soil sample between the hands. If it rolls into a 1/4- inch wire, the site is too wet to prepare. If it
crumbles, site preparation can proceed. If the site is too wet to prepare, do not proceed until it dries.
• Chisel plowing to a depth of 12 inches immediately prior to sand placement is required to improve vertical water movement
into the soil solum.
• Landscaping up slope of the mound shall be incorporated into the POWTS design to prevent surface water from
concentrating along the up slope edge of the mound and to divert surface water drainage away from the system.
• This approval shall remain valid unless the site is altered in such a way that the depth to soil saturation would change or if
saturated conditions are observed for seven consecutive days at depths less than 3 feet below the infiltrative surface of the
POWTS distribution component.
• This approval in no way relinquishes the use of color patterns to estimate the depth to high groundwater on any other parcels
or portions of parcels.
• A copy of this approval letter and attachments must accompany the mound system design for this site for purposes of plan
approval and sanitary permit issuance.
A copy of the approved plans, specifications and this letter shall be on -site during construction and open to inspection by authorized
representatives of the Department, which may include local inspectors. All permits required by the state or the local municipality shall
be obtained prior to commencement of construction/installation/operation.
In granting this approval the Division of Industry Services reserves the right to require changes or additions should conditions arise
making them necessary for code compliance. As per state stats 101.12(2), nothing in this review shall relieve the designer of the
responsibility for designing a safe building, structure, or component.

INTRODUCTION
In October 2022 this soil tester was contacted by the owner stating he
was dividing a 20 acre site into two 10 acre parcels. Two site and soil
evaluations are required for approval. Several backhoe pits were
conducted and it was determined that an Interpretive Determination
Report would be required on this site as it is an A+0 site. State of Wisconsin
Department of Safety and Professonal Services (DSPS) code 383 states there
must be A+4 inch soil conditions. That report is attached as part of this
Interpretive Determination Report. This report is required to
determine the suitability for installation of a private on -site wastewater
treatment system (POWTS) in lieu of groundwater monitoring per State of
Wisconsin DSPS regulations.
II. PREPARATION OF REPORT
This report is being prepared according to the standards set forth
by SPS 385.60(2) of the Wisconsin Administrative Code and a guideline
prepared by Leroy Jansky called "Preparing the Interpretive Determination
Report."
Ill. REQUIRED INFORMATION
A. A Soil Evaluation Report has been conducted according to SPS
385.40 and is attached as part of this report.
B. Local Hydrology
1. Surface `hater: no ponding appears to take place on the
site based on the slope of the land and vegetation. The tested area is at the
highest point in the landscape with a one percent slope. This site is
surrounded by the waters of Kinnickinnic River which flow at a southernly
direction. See attached topography map_
2. Subsurface Water: some rainfall leaves the site and some is
absorbed into the A horizon. The silt loam texture within the A horizon
has good structure with root and worm action taking place. The subsoil has
a weaker structure which tends to hold more water due to the evidence of
redoximorphic features at 6 inches.
3. Soil Saturation: soil appears to become saturated under
the A horizon due to evidence of redoximorphic features. Saturation
conditions vary due to the depth of the heavier clay loam.
No water was observed in any of the pits.

4. Surface Water Elevations - this land area is located near the
Kinnickinnic River Basin at an elevation of approximately 20 feet higher.
The tributaries flow south and easterly toward the site. See the attached
topography map from the State of Wisconsin Geological and Natural
History Survey.
C. Geomorphology
1. Parent Material - The parent material is loess over loamy till
according to the United States Department of Agriculture Soil
Survey. See attached soil series description from the web
site.
2. Landform Type -The proposed system will be in soils formed
in silty material with underlying heavy loamy material.
D. Landscape Position and Local Topography - The proposed system
is located near the highest elevation of the landscape and on the
footslope of the area. The shape of the slope is linear to a
minimum degree. The ground surface elevation is at 1140 feet
mean sea level with lower elevation to the north and west of
the site. See attached USGS Topographic Map.
E. Soil Series and Mapping Units - The Soil Survey of St_ Croix
County has the area mapped as a Vlasty Series and Skyberg Series
which this soil tester encountered the conditions similar.
The typical profiles per the Soil Survey are attached
as part of this report. Along with a soil map.
The Skyberg series is described as somewhat poorly
drained soils on sloping areas from 0 to 3% of ground
moraines. Permeability is moderate and water supply is
at 9.6 inches.
The Vlasaty Series is described as moderately well drained
with water supply at 9.0 inches on 2 to 6% ground
moraines.
Field Observations - the proposed site has been left wooded for
many years. No disturbance has taken place on the
site. The soils identified were similar to the Vlasty Series
and the Skyberg Series with redoximorphic features under the
A horizon estimating high ground water to be at 6 inches.

G. Comparative Analysis - All borings were similar to the Skyberg
Series except 131 was similar to the Vlasty Series with
low and high redoximorphic conditions under the A horizon.
The prolonged saturation does occur at greater than 9 inches at the
proposed site. There is no prolonged saturation for more than 7
consecutive days within the top 6" which is the 6 inch minimum
required by Code.

IV. Conclusion and Recommendations - the site is suitable for a POWTS as
evidenced by the redoximorphic conditions described above. There
appears to be no evidence of hydric soils or hydrophytic vegetation.
Most of the surface water leaves the site due to the position in the
landscape. There is a slope to the site and no surface ponding
anywhere. No prolonged saturation occurs within the top 6" as
evidenced by lack of the redoximorphic features.
1. The system shall be installed on the elevation of 99.50
feet.
2. The sand fill shall be 3.W of ASTM C-33 code required
material.
3. Plow depth should be a minimum depth of 12
inches during dry soil conditions so there is no chance of soil
smearing
4. The system to be <6.0 GPD/ft% linear loading rate. �� 4
5. Construct the toe area of the mound system at a 1:4 r" atio
instead of the required 1 to increase absorption area.
