RESOLUTION # AP 71 )
WHEREAS the Wisconsin State Legislature must from time to time adopt
by law a "Wisconsin State Budget"; and
WHEREAS it was traditional that the Wisconsin State Budget be a
statement of anticipated income and proposed expenditures; and
WHEREAS the anticipated income and proposed expenditures approved by
the enactment of the Wisconsin State Assembly and the Wisconsin State
Senate represented the collective judgment of the Wisconsin legislators
upon how the agreed services to the citizens of the State of Wisconsin
should be paid for and in what amounts; and
WHEREAS in the recent past the traditional State Budget has after
adoption by the Wisconsin State Senate and the Wisconsin State Assembly
been line vetoed in such a manner as to result in policy -making decisions
which decisions are the prerogatives of the Wisconsin State Senators and
the Wisconsin State Assemblymen; and
WHEREAS in the recent past the Governor of the State of Wisconsin h1Z
also submitted with the proposed State Budget policy making language whics
included for example language reorganizing operating departments in thf-
State of Wisconsin;
ME IT RESOLVED by the St. Croix County Board of Supervisors that it
hereby expresses its opposition to the Governor of the State of Wisconsin
in his use of line veto power in usurping the prerogatives of the Wisconsin
BE IT FURTHER RESOLVED by the St. Croix County Board of Supervisors
that it hereby expresses its opposition to the Governor of the Statz
of Wisconsin in his submitting the proposed State Budget with policy making
ME IT FURTHER RESOLVED that a certified copy of this resolution be sent
to the Honorable Patrick J. Lucey, Governor of the State of Wisconsin, the
Honorable Leo 0 Mohn, Assemblyman for St. Croix County, Wisconsin, and State
Senator, Michele G. Radosevich for St. Croix County.
