WHEREAS, the original Public Protection Committee constituted six members
as described in Resolution #5, (74); and
WHEREAS, the need has been shown by said Public Protection Committee -Q9
increase the membership of said Committee

WHEREAS,
appointed by the St. Croix County Board of Supervisor's Chairman at the April
Organizational meeting of the CountyBoard with said appointments being based ' !p
on
the recommendations from each group constituting the membership of the Public
Protection •;mrr. T
WHEREAS, there hasbeen shown a need to create a subcommitteeof the Public
Protection Committee for purpose of supervision of the operation and use of
said Communications Center once operational; and
WHEREAS , the subcommittee shall be called the User Board with said Board
to becomprised of members,each ofwhomshallbe membersf the Public.

Public Protection Committee at the first Committee meeting after the April
Organizational meeof the County Board, with the compositionof
Board to be as follows:

2. One member from a Police Agency;
3. One member from the Emergency Medical Services;
4. One member from a Fire Department;
5. One member from County Traffic Patrol; and
6. One member from the Sheriffl.s Department;
the committee duties and responsibilities are as follows:
1. Development of plan and operating procedures for an integrated
and
coordinated public safety commmications system which includes county-
wide dispatch capability for all public safety agencies that desire
to participate.

2. operation of a centralized communicatichS facility consistent with plans

the
organization, including the planning of systems. This may be accomplished
either,by direct employment of personnel necessary to manage and operate
the system or through contracts, leases or other agreements.
3. Acquisition through purchase or lease of equipment necessary to.accomplish
the general purposes of the organization as set forth above.
4. Shall provide the nucleus of a user board for operational input of the
Ccommications Center:
Representativesa. of all using agencies
b. Chief dispatcher to act as liason between Committee and user boaril
5. Shall submit a detailed financial statement to the County Board,

b. Showing operating costs broken down by operational category
6. Shall perform such other duties as provided for under the State
Statutes as are deemed .icery for continued operation of a
country -wide communications center. Shall ensure compliance with
FICC Rules and Regulations pertaining to such a center operations.
7. Shall establish the annual budget for the Center for approval aj
appropriation by the County Board.
WHEREAS, the St. Croix County Board shall set the compensation of member
of the Public Protection Committee on a per them basis of $ and shall
authorize reimbursement of such members for their necessary and reasonable
expenses incurred by them in connection with service on said committee.
Now, THEREFORE, BE IT RESOLVED, that the St. Croix County Board of
Supervisors, meeting in regular session, hereby approve the permanent continu
tion of the Public Protection Committee to approve the increase in membership
of the Public Protection Committee to twelve members with the composition and
appointments to be as stated above, and further approve the formation of the
subcommittee of the Public Protection Committee to be designated the User Boa
with its composition to be as stated above, with the express purpose of said
User Board to be the supervision of the operation and use of the new Centr . al
Communications Center to be constructed in St. Croix County. I
