14HEREAS, Assembly Bill 690 would prohibit a county from levying a
tax against property in a city or village for providing "police type"
services to a city or village if that city or village has a police depart-
ment which provides the same services, and
WHEREAS, if this bill were adopted, it is likely that a similar
effort will be made to apply this principal in the case of highway depart-
ments, parks and zoning departments and others, and
WHEREAS, every city and village receives at least some benefit from
a county sheriff's department, as well as the other departments mentioned,
1NIHEREAS, the adoption of Assembly Bill 690 would appear to be setting
a possibly dangerous precedent that could be applied in rrn)merous other
situations beyond those enumerated above, and
WHEREAS, the adoption of this bill would also place an unfair tax
burden on the property owners in those municipalities not providing the type
of service referred to in this bill, or to the other types of services
referred to in this resolution.
NOW THEREFORE, be it resolved by the St. Croix County Board of
Supervisors meeting in regular session, that this Board go on record as
being opposed to Assembly.Bill 690, and
BE IT FURTHER RESOLVED that a copy of this resolution be sent to the
Governor Schreiber, Assemblyman Leo Mohn, State Senator Radosevich, members
of the Assembly Committe on Local Affairs, each County Board Chairman, and
the Wisconsin County Boards Association.
