Peftaining to Policy on New Positions
Whereas, the County Board., through a previous motion, deemed it necessary
to create a policy on the establishment of new positions; and
Whereas, some confusion has arisen in -regard to the parameters of this
motion; and,
Whereas, through consultation with various County Board Supervisors the
intent of the motion was confirmed; and.,
Whereas, Attachment "A" addresses the intention of the County Board in
this regard by: 1) defining the types of positions; and 2) establishing
an review process for each of the categories of positions.
Now, therefore be it resolved that theSt® Croix County Board of Supervisors
in regular session does hereby adopt Attachment "All as the County policy
which should be followed in creating new positions®

ESTABLISig�.ENT OF NE11 POSITIONS
POLICY
1) Definition of positions'
A) TerrUorar,, or Seasonal Employees
1 Persons whose assistance is required due to an excessive -over-
load at a particular time of the ye�:r; and,
2) Individuals who are employed for a limited period of time due
to a position temporarily vacated.
B) ProEram Employrees
Employees funded through various grants (Youth Opportunities
Unlimited, Adult Work Experience, Vocational Rehabilitation,
L.E.A.P., etc.) which work only for the duration of the project
which is funded.
C) Permanent Part -Time Employees
Persons who work part time a certain number of hours per week
for the employing department on a year round basis.
D) Project or other Grant EL.Dloyees
Persons employed through C.E.T.A. or other grant funding with the
possibility of gaining full time permanent status.
E) Full -Time Permanent Employees
Individuals hired to fill previously established full-time positions®
F) New Positions
Positions, either full or part-time, which have not existedin the
past, and which initially are proposed as County funded. Positions
('.e. regular C.E.T.A. positions) for which, within a designated
time period, the possibility exists that the County will be ex-
pected to absorb.
2) Budgeted Seasonal and Temporary Employees
The department would have the authority to hire budgeted seasonal_ and
temporary employees, unless the department determines more funds are
necessary (if the latter is true, follow procedure in #3). The de-
partment would utilized the pay scale which has been previously esta-
blished by the Personnel Committee and approved by the County Board.
3) Non -budgeted Seasonal and Temporary Employees
Approval of the supervising committee in terms of need and the Finance
Committee in relation to budget. Wage would be determined by the scale
previously mentioned.
4) Program Employees
These positions determined at the discretion of the department head, with
the understanding that in no way would this authorize creating a position
of same with County funding.
5) New Positions - Full-time permanent art -time and Project employees.
A Agency determine need. Establish a position description and tenta-
tive salary range with the assistance of the Personnel Technician.
Agency presents to the supervising committee with cost to the depart-
ment.
B) Upon approval above, send copy of same to the Personnel and Finance
Committees. Functions of the Conrn ttees
Finance - determine if County budget can withstand the additional
expenses and notify the agency of same.
Personnel - Review in the context of the County system, reco=iend
salary range and review position description. Notify the agency
of same.
C) Agency prepare resolution within the above guidelines and present
to the County Board for approval.
ATTACHfIENT A Cont.
Specifically, C.E.T.A. positions will be subject. to these procedures
prior to obtaining the position, since past practice has shown that
most C.E.T.A. positions oecome permanent. However, the County Board
has the option of establishing a C.E.T.A. position which may terminate
at the end of C.E.T.A. funding.
If the permanency of the position has been approved u.- the County
Board before the position has commenced, it will be the responsi-
bility of the department and supervising ccTrimittlee within the final
six months from the anticipated date of absorption, to reassess its
need and permanency within the department.
6) Vacant Project and Regular County Positions

Refilling of project (C.E.T.A.,etc.) and regular positions which
have been vacated will be at the discretion of the department.
'Iov,rever, the regular recruitment and selection process should
be used.
Obviously, planning is required in this process, and rightfully so.
Through establishing, procedures such as these, departments will know
what's expected of them in each of the particular situations and
the County Board will be the decision makers for increasing the
permanent personnel of St. Croix County.

club, service, association, district, council,
society, committee, or board that is requesting
the establishment of a new position in St® Croix
County®
Strike the third sentence in Paragraph 5)A), and replace
it with the following:
Agency presents to the supervising committee
with an explanation of the actual cost for such posi-
tiob to the department®
