HomeMy WebLinkAboutResolution 1978 (48)RESOLUTION NO. 2 RESOLUTION CREATING THE POSITION OF MAINTENANCE SUPERVISOR IN THE COURTHOUSE COMPLEX WHEREAS, it has been determined by the Building Committee that a reorgan- ization within the Courthouse Complex (old and new Courthouses and the Jail) maintenance staff is necessary in order to provide.proper supervision and coor- dination of maintenance activities'. and WHEREAS, the present staff consists of two full time custodians and one part time employee to clean the jail (position currently vacant); and WHEREAS, it is an appropriate time to create the position of Maintenance ,.,Supervisor and eliminate the custodial position at the jail; and WHEREAS, the Building Committeehasdescribed the duties to be assigned to the Maintenance Supervisor pursuant to the job description (See Appendix A); WHEREAS, the Building Committee recommends a salary range of $12,000 $14,000 per year; and WHEREAS, the Personnel,Committee concurs that the salary range of $12,000 $14,000 is appropriate for the position of Maintenance Sup ervisor, NOW, THEREFORE BE IT RESOLVED that the St. Croix County Board of Supervisors does hereby approve the recommendation ndation of the Building Committee to implement a reorganization within the Maintenance Department of the Courthouse Complex, which will result in creating the position of Maintenance Supervisor, and BE IT FURTHER RESOL I VED,that the salary range for.said position will be $12,000 $14�000 as recommended by the Building Committee and Personnel Committee. DATED this 13th day of June, 1978 Building Committee 3 ypend!K A MAINTENANCE SUPERVIS01', GENERAL STATEMENT,OF DUTIES Plans, directs, partic-ip: t ns in and supervises skilled maintenance work in repairing and maintaining buildings, boifers, electrical and mechanical equipment of the Court- house Complex; does related work as required. DISTINGUTSHI;FC YEATURES OF THE CLASS: This work is a combination of supervisory and routine maintenance work. An employee in this class is responsible for the proper performance of.equipment and partici- pates in building, grounds and equipment maintenance. The employee. receives general supervision of the County Board Chairman or, in his absence, the County Board Secretary. EXAMPLES OF WORK: (Illustrative only) Supervises workers engaged in the repair and maintenance of buildings, electrical and mechanical equipment; Checks and directs necessary repairs to boiler room and related equip- ment; Schedules and prepares programs for maintenance and repair work; Orders supplies and equipment and maintains supply inventory; Makes and directs plumbing and electrical repairs, checks all mocha- nical equipment and arranges for major repairs by outside contractors; Directs the maintenance and upkeep of the Courthouse Complex grounds; Participates in the hiring, retention and promotion of employees. Develops and implements a preventive maintenance program for the heating system - boiler, the electrical system including the air conditioner and heating, the lighting system, the compressed air and vacuum con- trols and any minor carpentry jobs which may be required. Directs and participates in an effective cleaning of the facilities in- cluding floors,: windows, rooms, jail which also involves periodic in- depth cleaning activities. Performs personnel management functions for custodi-al staff includin approving leaves and vacations, rating performance, resolving grie- vances if possible, informing staff of personnel matters relating to them, and coordinating employee record cards (time and attendance). Stresses safety in work habits and insures the work -areas are main- tained in a clean, safe and orderly manner, Receives, stores and inventories all the physical property as V relates to the -maintenance program within the Courthouse Comex. Develops the budget and controls for the operation of the Courthouse rompleN . Insures that each boiler recorder and its respective t'onpoycnt parts plus all auLowntic combustion controls, are in the hLot oper_at:ional status posn0le at all times. Daily reads pressure gage and observes and maintai-rs a safe working level of water in each boiler and determines and records the efficiency of -combustion on each boiler. As required, regulates and/or adjusts fuel feeding rates and drafts in relation to load demands. Makes certain adequate quantities of fuel are available at each boiler as req"irc:l. Repairs or replaces parts to such equipment as water, heat and conden- sate lines, oil supply and return lines, air pumps, fans, boilers, radiators, valves (manual, pneumatic and electric), condensate pumps, sump pumps, reducing stations, fl-oor.univents, ceiling hung heating units and various types of heat controllers, circulating pumps, traps, and strainers. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of the principles and practices of building maintenance; thorough knowledge of the terminology, tools and materials involved in building main- tenance and custodial operations; demonstrated ability to plan and supervise the work of others; ability to make repairs to heating and ventilating equipment,.plumbing and electrical systems and machinery; ability to implement and maintain.a preventive maintenance program; •ability to get along well with others; good judgement; dependability; thoroughness; good physical conditions ACCEPTABLE EXPERIENCE AND TRAINING: Considerable responsible super- visory experience in general building maintenance, including experience with varied repair work, and the operation and maintenance of boilers, and completion of a standard high school course, preferably supplemented by two years of vocational -technical education; or any equivalent com- bination of experience and training which provides the required.know- ledge; skills and abilities.
