A RESOLUTION SETTING FORTH THE SALARY
AGREEMENTS BETWEEN THE COUNTY OF ST. CROTX
AND ST. CROIX COUNTY COURTHOUSE
EMPLOYEES LOCAL 576--B, AFSC:ME,
DATED JANUAR17 1, 1979.
BE IT RESOLVED.by the County Board of the County of St. Croix
as follows:
Section 1. That the amendments to the Agreement between the
Personnel Committee of the County of St. Croix a*nd St. Croix County
Courthouse Employees Local 576-B, AFSCME, for the years January 1,
1979 through December 31, 1980 are hereby adopted;
That a copy of said amendments to the Agreement is attached
hereto as Exhibit A and incorporated herein by reference as though
fully set forth herein.
Section 2. That all resolutions or parts of resolutions
contravening the provisions of this Resolution are hereby repealed.
Section 3. That if any part or parts of this Resolution are
invalid, it shall not invalidate the entire Resolution.
Section 4. That this Resolution shall take effect and be in
force from and after its passage and publication, and all wages and
benefits shall be paid in accordance with said amendments to the
Agreement from January 1, 1979.
This Resolution was introduced at a regular meeting of the
County Board of the County of St. Croix, held this 13th day of
February, 1979.

Article I - RECOGNITION: No Change.'
Article II - REPRESENTATION: No Change
Article III — SENIORITY, LAY OFFS, PROMOTIONS
A. Revise Section l to reflect seniority dating from date of
hire as a probationary employee®
B. Revise to reflect that employees employed as of February 1,
1979 shall receive credit for prior part-time service for
the purposes of longevity and seniority comn)utationo
C. Revise Section to reflect that laid off employees retain
recall rights fora period of one year following date of
Jay off; further, that employees must notify the Count.y
within twenty (20) calendar days after they receive notice
of recall, in order to be reemployed by the County® (formerly
no provisions as to the procedure by which laid off employees
were recalled to County Service.)
Article IV - GRIEVANCE PROCEDURE: No Change.
Article V - LEAVES OF ABSENCE
A. Revise to provide that the .department _head may grant leave of
absence without pay for fourteen (14)'calendar days or less
without authority of the Finance Committee or Personnel
Committee
Be Leaves of absence for longer than fourteen (14) calendar days
are to be referred to the Finance Committee, with a copy to
the Personnel Committee. All such leaves, if granted, must be
for a specified period of time.
C. Add a section to provide that employees who take a leave of
absence for the purpose of full-time political office shall
receive preference for rehire for aperiod of one year
following completionofpolitical office® Such employees
shall not, however, be guaranteed a position with the County.
Article VI - SICK LEAVE: No Change.
Article VII - HOLIDAYS
A. Revise Section 3 to reflect that employees required to work
on a holiday shall be entitled to time and one-half (l 1/2)
pay or compensatory time off with Day with the approval of the
department head so that there is no disruption of normal
County business® (i..ea, Standard by which the department head
i is o approve or disapprove the employee®s choice has been
added®)
Article VIII - VACATIONS: No Change.
Article IX - JURY DUTY
Revise to reflect that employees shall notify their
department headimmediately upon receipt of a summons
for jury duty. Also, an employee V7ho completes jury
duty prior to noon of the 'work day shall return to
his/her job in the afternoon.
Article X HOURS: No.Change.
Article XI CONIPENSATION
A. Health insurance contribution of County
1. 1979 No change from 1978 plan (i.e. County to
contribute up to .$60 per month)..
2. 1980: County to contribute up to'$70 per month.
3. Revise to reflect County right to change insurance.
carriers, if comparable coverage can be retained.
Article XII - MISCELLANOUS PROVISIONS: No Change.
Article XIII - VALIDITY: No 'Change.
Article XIV - ENTIRE MEMORANDUM OF AGREEMENT: No Change.
Article kV - NO STRIKE AGREEMENT: No Change.
Article XVI - DURATION
A. Two-year Agreement, 1979-80.,
B. 1980: Reopen on wages and two fringe benefits.
Add a new Article: FUNERAL LEAVE
.A® Provide up to three days of funeral leave for death in the
immediate family (parent, sister, brother, child, spouse,
grandparent, or grandchild).
B. Provide for one day funeral leave. to attend the funeral of
a parent -in-law, brother-in-law, sister-in-law, aunt, uncle,
cousin, son-in-law, or daughter-in-law. This day to be
subtracted from accumulated sick leave.

A. 1979: Add $60.per month to all salaries: Impact of 8%
B. 1980: Reopen
