HomeMy WebLinkAboutResolution 1979 (05)RESOLUTION NO. _5;- 17 l A RESOLUTION SETTING FORTH THE SALARY AGREEMENTS BETWEEN THE COUNTY OF ST. CRO` AND ST. CROIX HEALTH CENTER EMPLOYEES LOCAL 576-A, AFSCME, DATED JANUARY 1, 1979. BE IT RESOLVED by the County Board of the County of St. Croix as follows: Section 1. That the amendments to the Agreement between the Personnel Committee of the County of St. Croix and St. Croix County G Ceu-r-t-he--bse' Employees Local 576- , AFSCME, for the years January 1, 1979 through December 31, 1979 are hereby adopted; That a copy of said amendments to the Agreement is attached hereto as Exhibit A and incorporated herein by reference as though fully set forth herein. Section 2. That all resolutions or parts of resolutions contravening the provisions of this Resolution are hereby repealed. Section 3. That if any part or parts of this Resolution are invalid, it shall not invalidate the entire Resolution. . Section 4. That this Resolution shall take effect and be in force from and after its passage and publication, and all wages and benefits shall be paid in accordance with said amendments to the Agreement from.January 1, 1979. B. Up to this time, the status of temporary c2~�PION7 e: izas not been defined in the contract and has caused problcmE. Article II - GRIEVANCE PROCEDURE A. Revise 2.02 to provide that grievance must stale narnr• and position of grievant; the specific section of the ac:rc!cment alleged to have been violated; the issue involved; Lot, relief sought; date the incident or violation ailegecly taken pla.ce; and the signature of the grievant and the date. B. Revise 2.06 to provide that each side is to pay costs of own representatives to arbitration; further, revise to reflect that testimony or other participation of emplo�,rees, excet)t for the grievant, will not be paid by the County. Article III - DISCIPLINE AND DISCHARGE: No Chancle. Article IV - SENIORITY A. Revise 4.01 so that an employee seniority list is to be posted once each year.- B. Add a 4.03 Breaks in Continuous Service to provide that employees rehired after a break in continuous service shall be reviewed by the Administration within 90 days of their retire to determine whether or not credit for prior seniority should be given. C. Revise 4.05 Recall to provide that an employee shall- retain recall rights for two years after a lay off; further, that employees must respond to the County within twenty (20) days of a recall notice, or recall rights will be deemed lost. (Formerly no Recall Procedure specified in the Agreement.). .D. 4.07 Filling of Vacancies and 4.03 Retrocession: Revise to specify that employees returned to former jobs as a result of inability to fulfill new job requirements shall be returned to their former rate of pay. Article V - HOURS OF WORK, WORK WEEK ANP OVERTI.ME.COMPENSATION A. Revise to provide that the County shall h tTe t'�e right to post active treatment vacancies as rotatinc, shifts, when deemed necessary by the management of t.c 11oulth Care Center. Article VI - GENERAL PROVISIONS: No Change. Article VII - NO STRIKI'S, NO 17ALK OUTS A. Revise to expand definition o* "strike' (i..e. any stri}e, picketing, slow down, conser_teJ_ work sto.j')��;-Ige, or an17 other intentional interruption of work). B. Add a Section 7.02 to specify that upon notification by the Count-1,7 to the Union that a strike is in Proc;ress, the Union shall order such members to return to work. Article VIII - DURATION AND EXECUTION: One-year Agreen':cnt. Article IX - SPECIAL CONSIDERATIONS Revise to provide that the County shall have the right to employ up to eight (8) iildivi.duals ���it_. physical or mental limitations within the Health Care Center (Formerly five (5)) . Article X - WISCONSIN P,ETIREMLENT FUND Article XI LONGEVITY Revise to reflect that employees shall_ receive $15 per year of service, as a lump sum payment, after completion of three years of service with the Health Care Center. Article XII - HEALTH INSURANCE: No Chance® A. i.e County to contribute to $60 per month (same as 1978 County contribution). B. Add language to provide that County retains the right to change health insurance carriers, so long as comparable coverage can be provided. Article XIII - VACATIONS A. Revise to reflect that employees who have worked between 7 and 14 years for the Health Center shall receive 1 1/4 days per month annual vacation. B. Revise to provide that employees who have worked over 15 years for the County shall receive.1 1/2 days per month annual vacation.
