A RESOLUTION SETTING FORTH THE SALARY
AGREEMENTS BETWEEN THE COUNTY OF`ST. CROIX
AND ST. CROIX COUNTY HIGHWAY
EMPLOYEES LOCAL 576, AFSCME,
DATED JANUARY 1, 1979
BE IT RESOLVED by.the County Board of the County of St.
Croix as follows
Section 1. That the amendments to the Agreement between
the Personnel Committee "of the County of St. -Croix and St. Croix
County Highway Employees Local 576, AFSCME, for the years January
1® 1979 through December 31, 1979 are hereby adopted®
That a copy of said amendments to the -Agreement is attached
hereto as Exhibit A and incorporated herein by reference as
though fully set forth herein.
Section 2 That all resolutions or parts of resolutions
contravening the provisions ,of this .Resolution are hereby
repealed
Section 3. That if any. part or parts of this Resolution are
invalid,. it shall not invalidate the entire Resolution.
Section 4. That this Resolution shall take effect and be in
force from and after its p-assage-- and publication,- and all wages
and benefits shall be. paid- in accordance with said amendments to
the Agreement from January-_l, 1979.
This-.Resolutio.n was- imt-roduced at a regular meeting of the
Countv Board of the County of St. Croix, held this 12th day of
June.,+ 1979.

SUMMARY OF 1979 SETTLEMENT
Article I - RECOGNITION: No Change..
Article II GRIEVANCE PROCEDURE: No Change.
Article III - PROBATION: No Change.
Article IV - SENIORITY: No Change.
Article V - JOB POSTING
A. Revise 5.04, retrocession, to reflect that employees
not able to satisfactorily perform the work of an
awarded position shall be returned to the position
formerly held at the former rate of pay.
Article VI - HOURS. No.Change.
Article VII - GENERAL PROVISIONS
A. Revise 7.06, Leave of Absence, to reflect that during
a leave of absence,

B. Add a new Section 7.09, Jury
employees shall be eligible for paid leave for the
purposes of .jury duty under the condition that such
employees notify their supervisor immediately upon
receipt of a summons for jury duty. Also, an

Article VIII - COMPENSATION
A. Revise to reflect increase of 46 cents per hour
to all Highway Department employees.
Article IX - DURATION AND EXECUTION
A. One-year agreement January 1, 1979, through December
31,,1979.
Article X - ENTIRE MEMORANDUM OF AGREEMENT: No Change.
APPEINdDIK A
Article 8.01 - vacations
A. Revise 8.01(c), Choice of vacation Period, to
reflect that no employee may use seniority to
displace another e: ployee from a scheduled
vacation less than 8 weeks before the vacation
is scheduled.
Article 8.02 - Holidays: No Change.
Article 8.03 - Sick Leave
Revise 8.03(b), Use of Sick Leave to add that in
® the event an employee is aware in advance that
sick leave benefits will be needed, it shall be
the duty of the employee to notify the Highway
Commissioner as far in advance as possible in
writing of the anticipated time and duration of
the sick leave, the reason for requesting the
sick leave, and -medical certification that the
employee will be unable to perform his normal
work function. In addition, the employee will
be required to notify the Highway Commissioner
within 2 days of the date upon which the employee
is able to resume his normal duties.
_ Article 8.04 - ComMISERATION LEAVE: No Change.
Article 8.05 - vjISCONSIN RETIREMENT FUND: No Change.
Article 8.06 - HEALTH INSURANCE
A. No Change in amount of health insurance premium
to be contributed by County (currently $60 per
month).
B. Add language providing that the County has the right
to change health insurance carriers without agreement
with the Union, so long as substantially equal
health insurance premiums can be provided.
Article 8.07 - OVERTIME: No Change.
Article 8.08 - OTHER BENEFITS: No Change.
Article 8.09 - CLASSIFICATION AND PAY PLAN
A. Revise the following classifications:
Oil Foreman; Sign Foreman; Temporary Foreman;
Oil Distributor Operator; Mixer. Operator;
Roller (Steel) Operator;.Pavement Marking
Machine Operator; Bridge Worker; Jack Hammer
Operator; Sign Helper; Survey Helper; Roller
(Rubber) Operator; Mechanics; Tire and Battery
Man; Welder®
Article 8®10 - (Added): Longevity
A® Employees are to receive, in a lump sum payment at
the end of each calendar year, a payment of $5 per
wear of service with the County in the Highway
Department
Total Impact of 1979 Settlement: 8.1%
