WHEREAS, the United States; for most of its history, has been viewed as a
land of abundant and inexhaustible energy resources; and
WHEREAS, this prevailing view was changed dramatically in 1973 when this
country was faced with critical shortages of petroleum and natural gas; and
WHEREAS, the people of the United States are once again faced with severe
energy shortages; and
WHEREAS, the realization that energy must be conserved is being recognized
in the American consciousness; and
WHEREAS, to truly effect energy conservation, cooperation of all segments
of society is required; and
WHEREAS, a coordinated effort must be initiated in the direction of energy
and fuel conservation at the local -governmental level; and
WHEREAS, The Wisconsin County. Boards Association has received a grant from
the State Energy Office that is intended to provide a focus and impetus to
creative approaches to conserve energy that can and should be initiated by
Wisconsin County Governments; and
WHEREAS, the WCBA has requested that each county designate a person or
department as the county energy manager, who would be responsible for the
development of a total energy management plan and would work closely.�aith
the WCBA energy staff.
NOW, THEREFORE, BE IT RESOLVED, that the St. Croix County Board of
Supervisors designate Harold Barber, Civil Defense Director, as the
St. Croix County EnergyManager; and
BE IT FURTHER RESOLVED, that the St. Croix County Energy Manager is
hereby delegated the authority to develop a total energy management
plan for the county and seek the assistance provided by the WCBA in
the Wisconsin County Energy Conservation Project.
