HomeMy WebLinkAboutResolution 1979 (66)RESOLUTION NO. A RESOLUTION SETTING FORTH THE SALARY AGREEMENTS BETWEEN THE COUNTY.OF ST. CROIX AND ST. CROIX COUNTY LAW ENFORCEMENT EMPLOYEES LOCAL,662, INTERNATIONAL BROTHERHOOD OF TEAMSTERS, DATED JANUARY 1, 1979 BE IT RESOLVED by the County Board of the County Of St. Croix as follows: Section 1. That the amendments to the Agreement between the Personnel Committee of the County of St. Croix and St. Croix county Law Enforcement Employees Local 662, International Brotherhood of Teamsters, for the years January 1, 1979 through December 31, 1980 are hereby adopted; That a copy of said amendments to the Agreement is attached hereto as Exhibit A and incorporated herein byreference as though fully set forth herein. Section 2. That all resolutions or parts of resolutions contravening the provisions of this Resolution are hereby repealed. I Section 3. That if any part or parts of this Resolution are invalid, it shall not invalidate the entire Resolution. Section 4. That this Resolution shall take effect and be in force from and after its passage and publication, and all wages and benefits shall be dments to the Agreement from January 1, 1979. paid in accordance with said amen This I Resolution was introduced at a regular meeting of the county Board of the County of St. Croix, held this 11th.day of September, 1979. CROIX COUNTY CUMMARY OF 1979 SETTLEMEN'T PREAMBLE Revise to reflect change in representation from the St. CroixUnion, County Law Enforcement Association to the, General Teamsters Local 662. Article I -,, RECOGNITION Revise to reflect that the Teamsters Union now represents the employees rather than the Association.. Article II - PROBATIONARY PERIOD® BARGAINING UNIT WORK A. Revise to clarify that employees discharged during the probationary period do not have recourse that to thethe ggrievance rievance procedure. No change. This was one of the Union®s principal bargaining proposals as it addressed the question of the use of part-time® non -union, employees performing Law Enforcement functions. Section 29 Delete the use of seniority by job classification for -layoff and shift selection purposes. Section 3. No change. Section 4. Add a new section to the contract which establishes -Z �60-day trial period for those who receive a promotion. In the event the employee fails the trial period® he reverts to his previous position. Article VIII - GRIEVANCE - RESOLUTION OF DISPUTES A. No change. B. Revise language regulating subject matter of grievances. The revision eliminates, the statement that failure to comply with the requirements of this section not be used in defending the grievance. Further® this section is revised to require the Union to provide grievance forms. C. No change. D. Delete. This section conflicted with the time limitation provisions. F. No change. Article IX - HOLIDAY PAY Increase the holiday pay, which is paid in lieu of time off, by one day to 9. Article X - VACATION Section 1. No change. Section 2. No change. Section 3. Previous contract stated that if an employee failed to give the employer ten days notification prior to termination it resulted in loss of all accrued vacation benefits. That section has now been revised to limit the number of days which is lost by failure to notify (to a maximum of 10) and also to provide a sliding scale relating the number of days lost to the number of days notice is given to the employer. For example, if one day notice is given, 9 vacation days are lost; if 2 days notice is given, 8 days are lost, etc. Article XI - MEDICAL INSURANCE Revise language to reflect a continuation of a $60 per month County contribution toward health insurance in 1979. • 17.4 ff K*W110 Section 1. Revise language to reflect continuation of the maximum accumulation of 72 days sick leave. Section 2. Revise funeral leave to allow up to three days funeral leave in the event of the death of a member of the immediate family and one day in the event of the funeral of a more distant relative. These days are not deducted from accumulated sick leave. Previously, the employees were allow up to five days in the event of the death of a member of the immediate family.(two of which were deducted from accumulated sick leave). Previously, in the old contract, in the event 0 of death of a more distant relative, granted funeral leave of up to two days, which was deducted from sick leave. I increase the clothing allowance for the Juvenile Deputy Sheriff from $150 to $200. Article XIV- RETIREMENT Revise the language of this section to reflect a continuation of the County paying 6.5% of the employee's total earnings to the Wisconsin Retirement Fund Plan on behalf of the law enforcement officers and 5% on behalf of non -law enforcement personnel. Article XV - AUTOMOBILES No change. Article XVI - EMPLOYEE DUTIES AND QUALIFICATIONS Section 1. No change Section 2. No change. Section 3. Move to Article V, Section 10. Article XVII - DUTY INCURRED DISABILITY No change. Article XVIII - SAVINGS CLAUSE Revise language to state that immediate bargaining will be initiated to arrive at replacement language if a provision is found invalid. Article XIX - ENTIRE MEMORANDUM OF AGREEMENT No change. Article XX - WAGES - JOB CLASSIFICATIONS Revise language to eliminate the references to length of service merely referring the reader to the wage rates posted in Appendix A. Revise to reflect that a two year agreement is being entered into with the parties reopening negotiations in 1980 to discuss the following topics: wages, health insurance contribution, retirement fund contribution, and one other fringe benefit. Article XXII - FALSE ARREST INSURANCE Creation of a new provision in the contract which requires the employer to continue its practice to provide employees with false arrest insurance. Article XXIII - SEPARATION OF EMPLOYMENT Create a new article which indicates that employees will be paid within a reasonable period after separation from County employment. Article XXIV - UNION ACTIVITY Create a new article dealing with union activity. 'This article limits the amount of union activity which can be conducted on County time, requires the union to identify its officers, indicates that the union®s role is limited to representing the employees in negotiations, limits the sizd of the negotiation committee to two employees and also limits the use of County provided bulletin boards to non -political announcements. Article VI - WORK WEEK - CALL IN PAY Section 1. No change. Section 2. No change. Section 3. No change. Section 4. Revise this section so that employees attending more than 6 squad meetings per year outside their normal shift shall receive call in pay (2 hours pay at premium rate). Previously no call in pay was required for these meetings. I Section 5. Amend this section to increase the clerk-matron's call in pay to two hours at the premium rate rather than at her regular rate. In addition, when the clerk -matron performs jail matron duties, she shall be paid at the rate of a beginning jailer rather than as a part-time deputy. APPENDIX A - WAGES 8 1/2% - wage increase Creation of a longevity payment which provides that for each year between 11 and 15 years of service the County shall pay. $10 per year. In addition, all employees with more than 15 years of service would receive the maximum longevity payment of $150. Shift Differential Employees rotating shifts in the Highway Patrol shall receive a 154, per hour differential for all shifts starting at 4PM, 6PM, or 7PM. In addition, all employees in the Highway Patrol starting their shifts at 9PM shall receive a 25G per hour shift differential.
