HomeMy WebLinkAboutResolution 1980 (02)RESOLUTION NO. A RESOLUTION SETTING FORTH THE SALARY AGREEMENTS BETWEEN THE COUNTY OF ST. CROIX AND ST. CROIX COUNTY HEALTH CENTER EMPLOYEES LOCAL 576-A AFSCME, DATED JANUARY 1, 1980 BE IT RESOLVED by the County Board of the County of St. Croix as follows: Section 1. That the amendments to the Agreement between the Personnel Committee of the County of St. Croix and St. Croix County Health Center Employees Local 576-A, AFSCME, for the years January 1, 1980 through December 313 1980 are hereby adopted; That a copy of said amendments to the Agreement is attached hereto as Exhibit A and incorporated herein by reference as though fully set forth herein. Section 2. That all resolutions or parts of resolutions contravening the provisions of this Resolution are hereby repealed. Section 3. That if any part or parts of this Resolution are invalid, it shall not invalidate the entire Resolution. Section 4. That this Resolution shall take effect and be in force from and after its passage and publication, and all wages and benefits shall be paid in accordance with said amendments to the Agreement from January 1, 1980. This Resolution was introduced at a regular meeting of the County Board of the County of St. Croix, held this 19th day of February, 1980. Article 1, Recognition: No change. II. Article 2, Grievance Procedure: No change. III. Article 3, Discipline and Discharge: No change. IV. Article 4, Seniority A. 4.02 Probation Period: "Employees moving to a new classifica- tion shall serve a trial period of seventy-five (75) days in that new classification..." (Formerly ninety (90) days) B. 4.03 Breaks in Continuous Service: Delete second sentence, first paragraph; delete last paragraph. (Effect of change: employees who resign from service at the Health Center and later return receive no credit for seniority accrued prior to resignation.) C. 4.06 Job Posting: Revise to provide that no employee shall be awarded a job in the same classification, through trans- fer, more than twice per year. D. 4.07 Filling of Vacancies: -Clarify to provide a method whereby employees shall be placed on the salary schedule upon transfer to another position within the Health Center (currently, no statement in the contract). 1. If an employee is transferring to a lower rate: the employee moves vertically to the same step. 2. If an employee is transferring to a higher rate: the employee will move back one step in the new position. E. 4.08 Retrocession: Revise to provide that an employee may return to their former position and former rate of pay, after transfer, within ten (10) calendar days (formerly, five (5) days) . V. Article 5, Hours of Work, Work -Week and Overtime Compensation A. 5.04 Meal Periods: Revise to provide that those employees who regularly work between the hours of 10:00 a.m. and 6:00 p.m. shall be allowed to select either a 30 minute unpaid lunch break or a 30 minute unpaid supper break. VI. Article 6, General Provisions A. 6.02 Union Bulletin Boards: Revise to provide that the Health Center shall provide the Union with three (3) bulletin boards, under the following conditions: 1) Upon written demand from the County, the Union will promptly remove from these bulletin boards any materials which are libelous, obscene, denunciatory -or defamatory to the County or its officials. 2) The County retains ownership of the bulletin boards and, in the event the Union fails to remove these materials, the County reserves the right to remove the bulletin boards. B. 6.03 Mandatory Retirement: Revise to provide that employees are to be retired at the end of the calendar quarter in which they reach age seventy (70). (Complies with 1978 change in Age Discrimination in Employment Act.) C. Add a new provision, 6.08, Credit Union Deduction: add a provision to provide that employees shall be afforded the opportunity to have deductions from their paychecks sent to a credit union. D. Add a new provision, 6.09, Tool Allowance: the County shall provide fifty dollars ($50) per year, in three (3) yearly increments, to maintenance personnel (currently five (5) maintenance workers in this unit). VII. Article 7, No Strike, No Lockout: No change. VIII. Article 8, Duration and Execution A. One (1) year agreement, January 1, 1980 through December 31, 1980. IX. Appendix A A. 9.01, Wages: 1) Increase 1979 rates nine percent (9%) or fifty-one cents (51�) per hour, whichever is higher. B. Reclassifications: 1) Farm Laborer 2) Chemical Dependency Counselor 3) Medical Records Practitioner 4) Lead Laundry Operator 5) New position: Bookkeeper II X. 9.04, Payday: Revise to provide that employees shall be paid every other Friday (in accordance with needs of new computerized pay system; current contract provides for payday twice monthly, on the loth and 25th of each month). XI. 10.01, Wisconsin Retirement Fund: Revise to provide a cap upon the County's contribution of five percent (5%) of the employee's -2- total earnings. (Currently no cap; County pays entire amount) XII. 11.01, Longevity: No change. XIII. 12.01, Health Insurance: Revise to provide that County will pay up to seventy dollars ($70) per month toward the applicable premium (1980 premium: $72.50 per month) 1979.County contribution: $60 per month. XIV. 13.01, Vacations A. Revise to provide that employees who work more than sixty hours per month shall receive pro rata vacation benefits. B. 13.02: Revise to provide that employees may accumulate up to a maximum of twenty-four (24) days vacation at one time (current contract: maximum of twenty (20) days). XV. 14.01, Holidays: add one-half (1/2) day Christmas Eve (brings employees of Health Center to nine (9) holidays per year, the same number currently received by employees in the social ser- vices, courthouse and law enforcement units). XVI. Article 15, Sick Leave A. 15.01 -- increase maximum accumulation to seventy-two (72) days (the same number which can be accumulated by employees of the social services, courthouse, law enforcement and highway units). B. 15.03 -- Payment for Accumulated Sick Leave: Revise to provide a maximum of thirty (30) days payout of accumulated unused sick leave (the same number as currently received by employees in the courthouse, law enforcement and highway units) . C. 15.02 -- Use of Sick Leave: Add a sentence to read as follows: "In the event that an employee is aware in advance that sick leave benefits will be needed or due, it shall be the duty of the employee to notify his supervisor as far in advance as possible in writing of the anticipated time and duration of such sick leave, the reason for requesting said sick leave and medical certification that the employee will be unable to perform his normal work function. An employee on sick leave is required to notify his supervisor as early as possible of the anticipated date on which the employee will be able to resume his normal duties." XVII. Article 16, Bereavement Leave: Add "grandchildren" to the list of those relatives for whom an employee may take bereavement leave. -3- XVIII. 17.01, Existing Benefits: XIX. Miscellaneous Provisions: No change. No change. XX.
