HomeMy WebLinkAboutResolution 1980 (03)RESOLUTION NO. � A RESOLUTION SETTING FORTH THE SALARY AGREEMENTS BETWEEN THE COUNTY OF ST. CROIX AND ST. CROIX COUNTY HIGHWAY EMPLOYEES LOCAL 576, AFSCME DATED JANUARY 1, 1980 BE IT RESOLVED by the County Board of the County of St. Croix as follows: Section 1. St. Croix County Highway Employees Local 576, AFSCME, for the year January 1, 1980 through December 31, 1980 are hereby adopted; That a copy of said amendments to the Agreement is attached hereto as Exhibit A and incorporated herein by reference as though fully set forth herein. Section 2. That all resolutions or parts of resolutions contravening the provisions of this Resolution are hereby repealed. Section 3. That if any part or parts of this Resolution are invalid, it shall not invalidate the entire Resolution. Section 4. That this Resolution shall take effect and be in ,force from and after its passage and publication, and all wages and benefits shall be paid in accordance with said amendments to the Agreement from January 1, 1980. CROIX COUNTY HIGHWAY DEPARTMENT SUMMARY OF 1980 SETTLEMENT Only those Articles which were amended in the 1980 negotiations are listed. ARTICLE IV - SENIORITY Section 4.04 Administers recall after an employee has been on layoff. This Board proposed addition to the existing contract language limits the laid off employee's rights. It sets a time limit of two years for recall, clarifies that benefits do not accrue during layoff but that rights accrued prior to layoff are reinstated upon recall, and sets out the procedure for recall. The procedure includes a time deadline (20 days) by which the offered position must be accepted or rejected by the laid off employee. If a position is rejected the employee's recall rights are severed. ARTICLE VI - HOURS Section 6.07 This Board proposed section was not in previous contracts. It gives the county authority to establish, in its discretion, ten hour work days for its construction (grading) crews. In the event the employer chooses to exercise this option, the employees would be entitled to two fifteen minute rest periods per day. Overtime would be any work performed in excess of 40 hours in one week. ARTICLE VIII - COMPENSATION Section 8.03(b) Sick Leave: A proposed addition to this section clarifies that while sick leave continues to accumulate while an employee is on sick leave, when that employee exhausts accumulated sick leave and is on a leave of absence there is no further accumulation of sick leave. Section 8.03(d) is also a Board proposal to limit the existing contract's workers compensation supplement. In the existing contract, employees can use sick leave on a pro-rata basis to supplement workers compensation benefits so that the employee does not suffer a loss in pay as a result of a job related injury. The additional language clarifies that the use of sick leave to supplement the workers compensation payments is limited to the individual employee's accumulated sick leave. Further, the new language makes it clear that if an employee is receiving workers compensation benefits the automatic leave provisions (Section 8.03(3)) do not apply. Section 8.03(e) Automatic Leave The existing language indicates that upon exhaustion of sick leave, leave of absence must be given to employees for a one year period. The existing language does not require an employee to request the leave. This Board proposal is an attempt to highlight the need for a request so that an employee who exhausts sick leave will apply for automatic leave. An employee who is on automatic leave is entitled to certain limited benefits including sick leave accrual, holiday pay and health insurance coverage. Section 8.06 Health Insurance. This provision is amended to reflect increase in the Board's contribution to participating employees from $60 to $70 per month. Section 8.07(d) Productivity. The Board proposed to delete the sentence which said, "Employees may be required to work on Saturdays." That sentence was potentially ambiguous and a duplication. For, in fact, employees may be required to work overtime on Sundays and evenings as well. Section 8.07(e) Overtime. This Board proposed addition makes it clear that the employer has flexibility in determining who will be assigned an individual overtime project as long as the total overtime.is distributed equally. ARTICLE IX - DURATION AND EXECUTION The parties agreed to a two year contract with a limited reopener in 1981. The Union may reopen negotiations in 1981 on wages, health insurance contribution and one other fringe benefit. WAGE CHART All classifications shall receive a $ .55 per hour pay increase except for the summer seasonal help which shall receive an $ ,11 per hour increase. The employees listed in Class Four (operators) shall receive an additional $ .05 per hour or $ .60 per hour. The settlement constitutes an 8.64% wage increase, or $87,312 over -that received by an equal number of employees last year.
