Whereas, Wisconsin's highways are deteriorating at an ever increasing
rate due to the decreased maintenance program caused by inadequate
funding, and
Whereas, Wisconsin's other transportation modes are not receiving
adequate funding, and
Whereas, revenues derived from user fees for our transportation system
are not keeping pace with the high rate of inflation, and
Whereas, with the increasing efficiency of the vehicles using our high-
ways and the corresponding decrease in revenues for our Transportation
Fund, and
Whereas, to raise property taxes to bridge the gap created by the decrease
in user fee revenues and the high inflationary rate would place an undue
burden on our property owners, and
Whereas, we believe an increase in user fees is the proper way to raise
revenues to stop the deterioration of our highways, and
Whereas, there is a movement to increase user fees by our elected
officials at our state capitol,
Now Therefore Be It Resolved that this body duly assembled this 11th day
of March, 1980, is in strong support of increasing user fees and does
hereby urge the legislature to increase motor fuel taxes by an amount
and method sufficient to adequately meet the present.and future needs
of Wisconsin's transportation system, and
Be It Further Resolved that the additional revenues generated by this
increase be placed in the Transportation Fund for distribution to local
units of government in the same proportion as present aids are distributed,
and that a copy of this resolution be distributed to the Governor, our
.legislators, and the WCBA. *AMENDED: to increase motor fuel taxes by an amount
not more than R0.3t,
