HomeMy WebLinkAboutResolution 1980 (25)ke E O L 64 -rl d /A 0 ( - o RESOLUTION OPPOSING ROUTINE SERVICE COST LIMITS WHEREAS, the United States Department of Health, Education and Welfare has requested comments on whether Medicaid reimbursement for nursing home care should be subject to the federal routine service cost limits for Medicare payments; and WHEREAS, county -operated nursing homes in the State of Wisconsin would suffer a severe and highly disproportionate financial impact if these limits were imposed. It is estimated that of the nursing homes whose Medicaid reimbursement would be reduced due to these limits, 75 percent would be county -operated nursing homes; and WHEREAS, county -operated nursing homes serve primarily Medicaid recipients, many of whom are developmentally disabled and/or emotionally disturbed and have special care needs. The population of residents served in county -operated homes differs significantly from the overall population of Medicare residents in nursing homes and from the overall population of residents in the state's other nursing homes. The special needs of the residents of county -operated nursing homes in many cases necessitate higher costs; and WHEREAS, imposition of the Medicare limits on Medicaid reimburse- ment would reduce the Medicaid reimbursement received by county - operated nursing homes in Wisconsin by an estimated $4 million in 1980 alone. These costs would then have to be met by county tax dollars in order to maintain adequate patient care. NOW, therefore, be it resolved that the St. Croix County Board does hereby recommend that the Medicare limits on nursing homes' routine service costs not be applied to Medicaid reimburse- ment, and that alternative methods of controlling health care costs and specifically.
