HomeMy WebLinkAboutResolution 1981 (01)RESOLUTION NO. A RESOLUTION SETTING FORTH THE SALARY AGREEMENTS BETWEEN THE COUNTY OF ST. CROIX AND ST. CROIX COUNTY HEALTH CENTER EMPLOYEES LOCAL 576-A AFSCME, DATED JANUARY 1, 1981. BE IT RESOLVED by the County Board of the County of St. Croix as follows: Sectional. That the amendments to the Agreement between the .Personnel Committee of the County of St. Croix and St. Croix Health Center Employees Local 576-A, AFSCME, for the year January 1, 1981 throughDecember 31, 1981 are.hereby adopted; That a copy of said amendments to the Agreement is attached hereto as Exhibit A and incorporated herein by`reference as -though fully set forth herein. Section 2. That all resolutions or parts of resolutions contravening the provisions of tihis Resolution are hereby repealed. Section 3. That if any part or parts of this Resolution are invalid,_�it shall not invalidate the entire Resolution. Section;4. That this Resolution shall take effect and be in force from and after its passage and publication, and all wages and benefits shall be paid in accordance with said amendments to the Agreement from January 1,1981. CROIX COUNTY HEALTH CENTER EMPLOYEES UNION - Summary of 1981 Settlement Only those articles which were amended in the 1981 negotiations are listed. Article 2 - GRIEVANCE PROCEDURE Add 2.08 - Time Limits as follows: The failure of a party to file or appeal the grievance within the time limits as -,established in this grievance procedure shall be deemed waived, and no _. further grievance shall be filed for the specific grievance waived. Any grievant who fails to receive a reply within the time as established for -.replying shall have the right to automatically proceed to the next step of the grievance procedure. However, if it is impossible to comply with the time limit because of work schedules, illness, vacation, or other limiting 'factors, these limits may be extended by mutual consent which must be in writing._ Article 4 - SENIORITY Amend Section 4.07; Paragraph 1, Sub. 1 - To read as follows: 1. If an employee is -transferring to a lower paying classification, the employee moves vertically to the same step in that lower classification. Upon completion of six months in thelower classification (position), the employee shall progress to the next step in the lower classification. Article 5 - HOURS OF WORK -WORK WEEK, AND OVERTIME COMPENSATION A) Amend 5.03(a) to read: Overtime_- Hourly.paid employees: Hourly paid employees shall receive one and one-half,(12) time pay for all hours worked in excess of eight (8) hours in a day; or forty hours.(40) per week; or after eight (-8) hours when over- time hours worked are continuous from employee's regular shift into another work day. B) Add 5.03(e) asfollows: (e) Report Pay - Van Drivers: When a van driver is scheduled to work and reports to work and there is no work to be performed, due to weather conditions or other reason, the van driver shall be paid a minimum reporting pay of one and one-half (12) hours,a.t the regular straight time rate. The van driver who reports for work, and there is no work to be performed may be required to perform 12 hours work within his classification. No van driver shall be paid reporting pay when the van driver has been notified prior to leaving home that he/she is not to report for work that day or ensuing days. Van drivers who are requested to work in excess of, the 12 hours he/she is paid for reporting, shall receive straight time pay for all hours worked. C) Delete 5.06 from contract.This language discusses the active treatment unit vacancies. D) Add Section 5.07 to read as follows: Shift Premium: A shift premium, of one cent (1(,,) per hour shall be paid to employees on the second (2nd) shift and a shift premium of'two and one-half cents (22(,,) shall be paid to employees on the third (3rd) shift. (The 'second shift begins at 2:30 to 3:00 p.m. and the third shift.begins at 10:45 to 11:00 p.m.) Hours worked;:by employees beyond their regular shift and which fall into shift premium hours shall be paid their regular shift premium for those hours. (Example: Second shift workerwhoworks overtime hours extending into the third shift shall be paid second shift premium for the overtime hours). There - shall be no pyramiding of overtime under this provision. Article 6 - GENERAL PROVISIONS Amend 6.09 - Tool Allowance to read as follows: Maintenance personnel required to furnish hand tools shall receive a seventy-five _dollar ($75) per year tool allowance, to be paid in three increments on January 1, May 1, and September 1, during the year, for use of their hand tools. To qualify for the aforementioned tool allowance, employee must be required to furnish hand tools having a'minimum value of $175.00. Said value of the hand tools and the hand tools required shall be determined by the maintenance super- visor. All hand tools required to be furnished by employee shall remain on the hospital premises. Exhibit A Page 2 Article 8 - DURATION AND EXECUTION . Amend 8.01 to read: This Agreement shall be binding and in full.force and effect from January 1, 1981 through December 31, 1981. Article 9 - COMPENSATION Wages/Appendix A: A) -Insert Appendix provisions into.contractual agreement under 9.01. Chemical Dependancy Counselor 1177 1266 1413 1560(At two years) *NOTE: The Senior Cook shall receive fifty cents (500) per hour in addition to his/her regular hourly rate when the dietician or dietary supervisor is not on duty and the Senior Cook assumes supervisory duties. The Senior Cook on the second shift shall receive,,.twenty cents (20(1,) per hour for supervision between the hours of 4:30 - 8:00 p.m.(32 hours), when dietician is not on duty. Exhibit A Page 3 E) Amend 9.05 to read: Fringe benefits for part time employees: A. Part time employees, regularly scheduled 50 % or more of a full time schedule, shall receive fringe benefits prorated according to their percentage of full time schedule, except as provided in 10.01 and 12.01. B. A standard work day of (6) six hours shall be used for purposes of computing fringe benefits for van drivers, provided that the individual van driver's average work day in the previous year was more than five (5) hours. If the average work day is less than five (5) hours in the previous year, a standard work day of four (4) hours shall be used for .purposes of computing fringe benefits. Nothing herein shall be construed as a guarantee of scheduled number of hours of work, Article 11.01 - LONGEVITY Amend to read as follows: A. Full time employees, in recoghition of length of service and proficiency shall receive longevity as follows: 1 thru_�2 years service - $10 per year for each calendar year 3 .thru 4 years service - $15 per year for each calendar year 5 thru 7 years service - $20 per year for each calendar year 8 thru 14 years service $30 per year for each calendar year 15 thru 20 years service - $40 per year for each calendar year B. Longevity payments shall be paid for each calendar year, or part thereof, and shall be paid on the payday preceding the Christmas holiday. Terminating employees shall receive a pro -rated amount, I.E. one -twelfth (1/12), of the amount for which they are eligible according to their length of service, for each month worked during that calendar year. Article.12.01 - HEALTH INSURANCE Amend Paragraph A, Sub. 1, to read "Effective January 1, 1981, the Employer agrees to pay ninety five dollars ($95.00) per month towards the applicable premium. Article 15 - SICK LEAVE Amend 15.O1 to read as follows: Full time employees may accumulate a total of eighty four (84) days of sick' leave, earned at the rate of one (1) day per month. An annual record of sick leave earned and used shall be kept, and this record shall be available to employees.on request.
