HIGHWAY FUNDING PROGRAM
WHEREAS, strong highway and transportation programs have an immeasur
able impact on the social and economic framework of the State of
Wisconsin, and
WHEREAS, our highway andtransportation facilities are widely.acknow-
ledged tobedeteriorating more rapidly than they are being rehabilitated
and all_of our highway and transportation programs are being beset by
staggering inflation, and
WHEREAS, this state of affairs has been caused by inadequate Trans-
portation Fund revenues and is further aggravated by severe revenue
shortfalls which have resulted in 7yo accross-the-board reductions in all
Transpo-rtation Fund programs in 1980-81 and an estimated need of over
$250 million, in the, next two years, and
WHEREAS, -*the failure to address this crisis will result in a greater
burden°on county and local property tax levies as well as the likelihood
of stagnation in.our business, industrial and tourist economies, and
WHEREAS, the Wisconsin County Boards Association, representing all 72
counties, has previously gone on record supporting appropriate user fee
increases, including a motor vehicle fuel tax increase and an automobile
and'smarll truck registration fee increase.
NOW, THEREFORE BE IT RESOLVED, that this county board, duly elected
to r.epresent.the citizens of St.CroixCounty, go on record.supporting
and encouraging the enactment of measures to increase highway and
transportation user fees to finance continuing highway and transportation
programa-which will benefit the entire State of Wisconsin and provide
adequate levels of local aids, maintain current highway and transpor-
tation systems and expand those systems where necessary and justified,
and
BE IT FURTHER RESOLVED, that a copy of this resolution be sent to
Governor Lee Sherman Dreyfus, Transportation Secretary Lowell B. Jackson
and each State Representative and Senator representing St. Croix County.
