CROIX COUNTY PUBLIC PROTECTION/EMERGENCY MEDICAL SERVICES COMMITTEE l Resolution #-_�_�1 WHEREAS, the Public Protection Committee of the St. Croix County Board of Supervisors has studied the present county system for emergency medical services and has observed the present EMS system within the county to be operating without adequate planning, and WHEREAS, Wisconsin Statute Section 140.83 mandates that each area -wide com- prehensive health planning agency shall develop a plan for the provision of emergency medical services within the area, and WHEREAS; the West -Central Comprehensive Health Planning Agency has requested that each county develop: a separate EMS plan which would be coordinated and developed by a county PP/EMS Committee, and WHEREAS,- the Public Protection Committee assumes the responsibility of the EMS Committee, which committee would develop, coordinate, and evaluate a county -wide plan for emergency medical services, would advise the County Board of the need for improved emergency medical services, and would generally act as the liaison between emergency medical services in the county and the St. Croix County Board of Supervisors, and the general public, NOW THEREFORE, BE IT RESOLVED by the St. Croix County Board of Supervisors, meeting in regular session, that the PP/EMS Committee be created as follows: 1. Statement of Purpose. In concert with the regional Emergency Medical Services Plan, the purpose, powers and duties of the PP/EMS Committee shall be as follows: a. The PP/EMS Committee shall develop and coordinate a county -wide plan for emergency medical services and shall act as the resource agency under state and regional plans for emergency medical services. b. The PP/EMS Committee shall have responsibility for the evaluation of a comprehensive system for the delivery of services with the public safety agencies covered by the plan, including determining the need for services, evaluating the effectiveness of the use of resources in meeting such need and establishing priorities in meeting such needs. C. The PP/EMS Committee shall advise the St. Croix County Board of Supervisors of the needs for improved emergency medical services, of the status of existing programs designated to meet thoseneeds and to recommend new pro- grams.and services as needed. d. The PP/EMS Committee shall review pertinent data and projections to help in the county planning process, indicate the need for particular legislation, and shall make available to the St. Croix County Board of Supervisors, through the Committee and other Committees when appropriate, the information and re- search relating to the effects of proposed legislation. e. The PP/EMS Committee shall act as the mechanism through which the voices of the general public can be heard on any or all issues relating to the provision and functioning of emergency medical care in their community. f. The PP/EMS Committee shall maintain liaison through its County Health Planning Committees to: 1. Exchange data and information. 2. Avoid duplication of EMS planning and program efforts. 3. Assure integration of EMS services into the larger health care delivery system. PP/EMS Committee Membership, The PP/EMS Committee shall include the pre- sent PP Committee with the addition of one nurse and two physicians. The members of the Committee shall be appointed by the County Board Chairman, subject to confirmation by the County Board, The members of the PP/EMS Committee shall serve for a term of two years pro- vided, however, that for the members initially appointed, the County Board Chairman shall classify their terms so that members shall serve either a one-year or two-year term. On' the expiration of these initial terms successors shall be appointed for two-year terms, The PP/EMS Committee shall elect a chairman, vice-chairman, and a recording secretary. The officers so elected shall serve for a term of one year. The Chairman will preside at the meetings of the PP/EMS Committee, In the event that the Chairman is unable to preside at a meeting of the PP/EMS Committee, it will be the responsibility of the Vice -Chairman to conduct the meeting. -The Recording Secretary shall keep minutes of all meetings of the St. Croix County PP/EMS Committee.and file them in a book for that purpose. The Secretary will also -be responsible for maintaining attendance records. 3. Operating Procedures. Meetings will be open and held at a location and time as will be established at least ten days in advance of the meeting. Additional meetings may be scheduled by the PP/EMS Committee or the Chairman. Agendas will be prepared by the Chairman and distributed to Committee members in advance of each regular meeting. Minutes will be taken by the Recording Secretary and distributed to the PP/EMS Committee members in advance of each regular meeting. Vacancies occurring because of resignation or other valid reason will be filled by appointment of a successor for the unexpired term of the office vacated, in the manner prescribed for original appointment. Members who do no attend four (4) consecutive meetings will be automatically dropped from the PP/EMS Committee unless specific exceptions are made by the Chair- man. of the members shall constitute a quorum to conduct business. In the event that a quorum is not established, the members present shall constitute an Ad Hoc Committee to deal with. agenda items and make recommendations to the full Committee. The PP/EMS Committee may designate committees as it may deem necessary, to carry out fully the responsibilities of the Committee. The chairman and membership of the committees will be appointed by the PP/EMS Committee Chairman. The PP/EMS Committee shall make an annual report of its activities to the County Board of Supervisors. 4. Compensation of Committee Members. Compensation will only be paid to County Board members.
