CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of July The meeting was called to order by Chairman King at 9:05 A.M. call was taken with King, Grant, Jacobson, Rebholz and petersonTin Ro arts of the meeting attendance. A motion was made and seconded (Peterson/ Grant) to adopt the agenda as published. Motion carried. A motion was made and seconded (Grant/Reb Gant reviewing vendors proor meeting for August 9, 2005 with King a to the meeting. Motion carried. Action on Previous Minutes: A motion e 7, 2 s (Jacobson /Peterson) to approve the minutes of the June Motion carried. Approve Vouchers for Payme King and Rebholz reviewed the vouchers at 8:30 A.M. A motion was made and seconded (King /Rebholz) to approve the vouchers for payment. Motion carried. Review Fund Balances: Bond reviewed the June 15, 2005 fund balances, comparing them to the same time last year. Review Highway Safety Minutes: Grant and Bond reviewed the unofficial minutes of the June 30, 2005 Highway Department Safety Committee meeting. Seminar Attendance and Requests: A motion was made and seconder (Peterson /Rebholz) to approve two employees to attend the 2005 CHEM; conference in Wisconsin Dells October 27 & 28 2005, with costs pai( by WisDOT. Motion carried. State Project Requests: Ramberg updated the Committee on the WSI software program that the State is currently using to track roi conditions and ratings. We are looking at applications that best me the needs of the Highway Department for this function. Announcements and Correspondence: The following announcements correspondence were reviewed with the Committee. • Non - metallic mining permits with St. Croix County zoning and Village of Somerset. • Wood County Resolution pertaining to the State application transportation funds. + Update on revoked driveway permits in the Town of Richmond. • Safety study update in cooperation with 3M and the Amer Automobile Association (AAA). MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of July 7, 2005 The meeting was called to order by Chairman King at 9:05 A.M. Roll call was taken with King, Grant, Jacobson, Rebholz and Peterson in attendance. Others present for all or parts of the meeting include Tim Ramberg, Rich Loney, Kevin Brown, Jeff Durkee, Jane Bond, Tom Beekman, WisDOT and Jim Koenig, WisDOT. A motion was made and seconded (Peterson/ Grant) to adopt the agenda as published. Motion carried. A motion was made and seconded (Grant /Rebholz) to set the August 2005 meeting for August 9, 2005 with King and Grant reviewing vendors prior to the meeting. Motion carried. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 July 7, 2005 Stillwater Bridge /Crossing Update: Copies of a letter sent to the 73 representatives on the U.S. Congress conference committee dealing with the transportation budget requesting their support for the budget was distributed and discussed. One of the items included in the budget is initial funding for the project. Ramberg also shared an update from Chairman Malick on the Visual Quality Review Committee associated with the bridge project. Discuss Preliminary 2006 Budget: Ramberg gave the Committee an overview of the preliminary 2006 construction cost projections and budget numbers. Discuss Update of Highway Department History: Ramberg noted that the staff was currently collecting data to update the existing Highway Department history document. He will keep the Committee updated on the progress. Machinery Management Update: Loney updated the Committee on the 2005 equipment acquisition list as well as informed the Committee of the tentative schedule for gathering information for the 2006 acquisition list. Summer Highway Conference Information Received: The Committee reviewed the Summer Highway Conference agenda and discussed various sessions as they apply to St. Croix County. Review 2007 National Association of County Engineers (NACE) Conference: Ramberg informed the Committee of a request from WCHA for help with the 2006 and 2007 NACE Conferences. A motion was made and seconded (King /Jacobson) to allow Ramberg and one additional employee to represent St. Croix County at the 2006 and 2007 NACE conferences. Motion carried. Review Status of the WisDOT Long -Range Projects in St. Croix County: Jim Koenig and Tom Beekman from the WisDOT office in Eau Claire addressed the Committee with an overview of the status of the West Central Freeway System and how it pertains to St. Croix County. Funding for interchanges was discussed, with Mr. Beekman saying that State participation does vary, from 0% to 100 %, depending on a variety of factors. He noted the State's willingness to help fund local units of government for relocations necessary to access the state trunk highway system. With the State currently in the process of officially mapping future project locations, Loney suggested the importance of maintaining as much flexibility as possible with this mapping to accommodate future growth, traffic volumes and flows, etc. Ramberg noted that the right -of- way for interchanges especially on CTH "E" & USH 63, CTH "E" & STH 64, CTH "T" & STH 64 should be laid out to accommodate the future .flexibility also. Specific locations were discussed, allowing the Committee to inquire as to how the changes would influence the county and local roadway structures. One of these involves the intersection of STH 65 and CTH " E " north of Roberts. Mr. Beekman said they would possibly look at an interchange here (plans currently for some town roads to be right turn only onto STH 65), or perhaps a different type of interchange that would allow for grade separation. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 July 7, 2005 Regarding the intersection of STH 64 and CTH "T" east of New Richmond, current state P lans are for a "jug handle" type intersection at this location. WisDOT is asking the Highway Department and the Transportation Committee to give them feedback of system -wide ideas as they relate to the freeway and expressway plans presented. Review /Discuss Local Jurisdictional Transfers ( "J "; "TT "; "K "): The sections of county highway that are currently being considered for jurisdictional transfer were reviewed. There were no formal actions taken by the Committee at this time. Review County Board 2005 Highway Department Report: Tabled until the August meeting. Patrol Superintendent Report of Activities: Tabled until August meeting. Adjournment: A motion was made and seconded (Peterson/ Jacobson) to adjourn at 12:07 P.M.
