BACKGROUND INFORMATION

RESOLUTION ESTABLISHING 2024 BUDGET PRIORITIES
1 WHEREAS, St. Croix County is one of the fastest growing counties in the State of
2 Wisconsin, with an expanding population requiring additional services; and

4 WHEREAS, Department Heads provided background information on projected 2024
5 expenses at the April 12, 2023 Committee of the Whole meeting and the County Board of
6 Supervisors participated in a budget priority exercise to establish spending priorities; and
7
8 WHEREAS, revenue limitations by the State continue to require tough decision
9 prioritizing which expenses will be covered with limited revenues; and
10
11 WHEREAS, the St. Croix County Board annually establishes budget priority guidelines
12 for the County Administrator to consider when putting together a budget recommendation.

14 NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of
15 Supervisors hereby establishes the following budget priority guidelines for the County
16 Administrator to consider when putting together the 2024 budget based on final sources available
17 to match expenses:

19 1 - Fund One Position in Sheriff's Office
20 2 - Fund One Justice Support Case Manager
21 3 - Fund 1% Increase to Health Insurance Premiums
22 4 - Fund One CHIPS Attorney in the Corporation Counsel Office
23 5 - Fund Inflationary Expenses in IT, Clerk of Courts, Jail, and Community Development
24 6 - Fund COLA Increase in Employee Compensation
25 7 - Fund Second Justice Support Case Manager
26 8 - Fund One HHS Children Services Ongoing Case Manager
27 9 - Fund Additional Increase to Health Insurance Premiums
28 10 - Fund Additional Employee Compensation
29 11 - Fund Second Position in Sheriff's Office
30 12 - Fund One HHS Adult Protective Services Case Manager
31 13 - Fund Four Additional Sheriff's Office Deputies
32 14 - Fund District Attorney Case Manager
33 15 - Fund District Attorney Legal Assistant
34 16 - Fund Two Deputy Clerk of Courts

36 BE IF FURTHER RESOLVED that the County Administrator will submit a balanced
37 budget that provides for a zero increase to the tax levy rate as compared to the prior year,
38 funding as many priorities outlined above, while still meeting the bottom-line goal of no tax levy
39 rate increase.
