BETWEEN THE COUNTY OF ST. CROIX AND THE CITY OF RIVER
FALLS FOR THE JURISDICTIONAL TRANSFER OF A PORTION OF
COUNTY TRUNK HIGHWAY U

BACKGROUND INFORMATION
The City of River Falls has requested a jurisdictional transfer of County Trunk Highway U from
Paulson Road to County Trunk Highway M. This request is being completed to allow the City of
River Falls to develop their future industrial park located on County Trunk Highway U.

BETWEEN THE COUNTY OF ST. CROIX AND THE CITY OF RIVER
FALLS FOR THE JURISDICTIONAL TRANSFER OF A PORTION OF
COUNTY TRUNK HIGHWAY U
1 WHEREAS, St. Croix County and the City of River Falls in the State of Wisconsin have
2 determined it to be in the best interest to jurisdictionally transfer a segment of County Trunk
3 Highway U beginning at the southern terminus and current intersection of County Trunk
4 Highway M North and East to the intersection of Paulson Road; and

6 WHEREAS, Wisconsin Statute § 83.025 enables St. Croix County to enter into a
7 jurisdictional transfer agreement with the City of River Falls thereby facilitating alterations in
8 jurisdictional highway systems; and

10 WHEREAS, by jurisdictionally transferring a segment of County Trunk Highway U to
11 the City of River Falls, the City agrees to accept jurisdiction and maintenance of that portion of
12 County Trunk Highway U as set forth in the attached Intergovernmental Agreement.

14 NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of
15 Supervisors hereby approves the transfer of jurisdictional responsibility between St. Croix
16 County and the City of River Falls.

18 BE IT FURTHER RESOLVED that the St. Croix County Highway Commissioner is
19 authorized to process the jurisdictional transfer with the Wisconsin Department of Transportation
20 subject to the City of River Falls approval of a resolution jurisdictionally transferring the
21 segment of County Trunk Highway U beginning at the southern terminus and current
22 intersection of County Trunk Highway M North and East to the intersection of Paulson Road.
