MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of April 7, 2005
The meeting was called to order by Chairman King at 9:00 A.M.
Roll call was taken with King, Grant, Jacobson, Peterson and Rebholz in
attendance. Others present for all or parts of the meeting include Tim
Ramberg, Dave Fodroczi, Jan Zoerb, Rich Loney, Kevin Brown, Brian
Halling, Jeff Durkee, and Heidi Dumond.
A motion was made and seconded (Peterson /Jacobson) to adopt the agenda
as published. Motion carried.
A motion was made and seconded (Grant /Rebholz) to set the May 2005
meeting for May 9, 2005 at 9:00 A.M. with King and Jacobson reviewing
vendors at 8:30 A.M. Motion carried.
Action on Previous Minutes: A motion was made and seconded
(Jacbo son/ Grant) to approve the minutes of the March 8, 2005 meeting.
Motion carried.
Approve Vouchers for Payment: King and Rebholz reviewed the vouchers at
8:30 A.M. A motion was made and seconded (King /Rebholz) to approve the
vouchers for payment. Motion carried.
Review Fund Balances: Item held for April 13 meeting.
Review Highway Safety Minutes: Grant reviewed the unofficial minutes of
the March 24, 2005 Highway Department Safety Committee meeting.
A motion was made and seconded (Grant/ Peterson) to move forward with
planning the 2005 Safety Roadeo. Motion carried.
Seminar Attendance and Requests: A motion was made and seconded
(Peterson /Rebholz) to send Tim Ramberg to the Annual Commissioners
Training Conference and the TDA Conference. Motion carried.
Ramberg previewed the Summer Highway Conference to be held June 13 - 15,
2005.
Ramberg informed the Committee of the upcoming District 6 Commissioners
and Committeemen's meeting to be held on May 20, 2005 in Durand
Wisconsin.
Ramberg also informed the Committee of the upcoming Fabco Open House on
April 15 -16.

Announcements and Correspondence: The following announcements and
correspondence were reviewed with the Committee.
• Discussed meetings with Halling and D. Fodroczi regarding county
surveying plans.
• Update on SBC Pedestal Claim and action plan with local contacts
for future projects.
• Reviewed Finance Committee's request to explore boring options for
New Richmond county property.
Right of Way Update, CTH "I ": A motion was made and seconded
(King /Peterson) to accept the acquisition of 2005 CTH "I" project right -
of -way at a base rate of $12,000 /acre. Motion carried.
Right of Way Update, CTH "U " : Ramberg updated the Committee on the
status of the Rohl right -of -way acquisition.
Summer Work Schedule Ramberg reviewed the upcoming summer work schedule
which will begin on April 11 and continue through September 2, 2005.
Machinery Management Update: Loney updated the Committee on the 2005
Equipment Acquisition List.
Review and Award Culvert Proposals Loney reviewed the culvert proposals
received. A motion was made and seconded (Peterson/ Grant) to approve
purchasing of culverts and various attachments from both Contech
Construction, Appleton Wisconsin and Johnston Fargo Culvert, New
Brighton, Minnesota on an "as needed" basis, depending upon price,
availability and delivery schedules. Motion carried.
Review and Award Guardrail Proposals: Loney reviewed the guard rail
proposals received. A motion was made and seconded (Peterson /King) to
approve purchasing of guard rail and accessories from both Timme Inc,
Endeavor, Wisconsin and Mattison Contractors, Knapp, Wisconsin on an "as
needed" basis, depending upon availability and pricing. Motion carried.
Review and Award Hotmix Material Proposals: Loney reviewed the hotmix
proposals received. A motion was made and seconded (Rebholz /Jacobson)
to award the 2005 hotmix proposal to Monarch Paving of Turtle Lake,
Wisconsin for $25.48 per ton coldmix, $21.03 per ton for hotmix type E -1
and $28.75 per ton for hotmix type E -10, all picked up at their New
Richmond Plant. Motion carried.
Review and Award Road Oil Proposals: Loney reviewed the proposals
received for road oil. A motion was made and seconded
(Jacobson /Peterson) to award the 2005 road oil proposal to
Marathon /Ashland Company of St. Paul Park, MN for CRS -2 /HFRS -2 sealcoat
oil applied at $.91 per gallon and CRS -2 and HFRS -2 sealcoat oil picked
up at $.82 per gallon; and the 2005 hotmix oil PG58 -28 to Koch Materials
Company of Steven's Point, Wisconsin for $182.50 per ton and SC coldmix
Oil for $1.1819 per gallon. Motion carried.

Review and Award Milling and Crushing Proposals: Loney reviewed the
milling and crushing proposals received. A motion was made and seconded
(Peterson/ Grant) to award the milling and crushing proposals to The
Mathy Construction Company, Onalaska, Wisconsin for four thousand one
hundred fifty dollars ($4,150.00) per mile milling, two thousand three
hundred fifty dollars ($2,350.00) per mile reclaimed, $.15 per square
foot for urban mill and crush and $.095 per square foot for six (6) foot
wide milling. Motion carried.
Review and Award Centerline and Edgeline Proposals: Loney reviewed the
proposals received for centerline and edgeline striping. A motion was
made and seconded (Grant /Jacobson) to award the 2005 centerline striping
to Traffic Marking Service, Inc. of Buffalo, Minnesota for $.0269 per
lineal foot for edge line and $.0275 per lineal foot for centerline on
the county trunk highway system and $.0369 per lineal foot for edge line
and $.0375 per lineal foot for centerline on the State Highway System.
Motion carried.
Update on Amendments to Land Use Ordinance: D. Fodroczi and J. Zoerb
shared the Timeline for Review of Chapter 13, Land Division Ordinance
and Complementary Changes to Chapter 17, Zoning Ordinance. The group
discussed several portions of the ordinance including adding a paragraph
that mirrors the Wisconsin Statues that will keep the county highway
access authority within the highway department.
Adjournment: A motion was made and seconded (Grant /King) to adjourn at
12:11 P.M. Motion carried.
