CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of November 9, 2005 The meeting was called to order by Chairman King at 9:00 A.M. Roll call was taken with King, Grant, Jacobson, Rebholz and Peterson in attendance. Others present for all or parts of the meeting include Glen VanWormer, SEH; Robert Barbian, City of New Richmond; Chuck Whiting, St. Croix County Administrative Coordinator, Jeff Durkee, Tim Ramberg, Rich Loney, Kevin Brown, and Jane Bond. A motion was made and seconded (Jacobson /Rebholz) to adopt the agenda as published. Motion carried. A motion was made and seconded (King /Rebholz) to set the next meeting for December 7, 2005 at 9:00 a.m. with King and Grant reviewing vendors prior to the meeting. Motion carried. Action on Previous Minutes: A motion was made and seconded (Grant /Jacobson) to approve the minutes of the October 10, 2005 meeting. Motion carried. Approve Vouchers for Payment: King and Rebholz reviewed the vouchers at 8:30 A.M. A motion was made and seconded (King /Rebholz) to approve the vouchers for payment. Motion carried. Review Fund Balances: Bond reviewed the October 31, 2005 fund balances, comparing them to the same time last year. Review Highway Safety Minutes: Grant and Bond reviewed the unofficial minutes of the October 26, 2005 Highway Department Safety Committee meeting. Seminar Attendance and Requests: There were no seminar attendance requests to review this month. State Project Requests: Ramberg reported that the Highway Department has been working with WisDOT on some areas of the 35/64 project doing flagging and detour work. Announcements and Correspondence: The following announcements and correspondence were reviewed with the Committee. • Draft agenda for the 2006 Winter Hwy Conference was distributed. The Conference is scheduled for January 23r through 25 2006 at the Kalahari Resort in Wisconsin Dells. • The completion of the modification of signage on CTH "I" that included additional options allowed that are over and above the MUTCD manual's minimum specifications was reviewed. Guardrail is not warranted in this area as previously determined. • Request to explore exclusive lease for sand pit rights for the Peabody Pit. . • Correspondence with WisDOT regarding jurisdictional transfer issues, access concerns on STH 64, and various other improvement alternatives within St. Croix County. Status of Revoked /Invalid CTH "A" Waldroff Driveway: Ramberg updated the Committee on the recent judge's decision concerning the revocation of the Waldroff invalid driveways. Judge Needham referred the issue to the Board of Adjustments. • . -St. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 November 9, 2005 Final 2006 Budget Discussion: The group reviewed the 2006 Highway Department budget as passed by the County Board. Stillwater Bridge /Crossing Update: Ramberg and Loney gave an update on the status of the recent maintenance and proposed replacement of the Stillwater Bridge /Crossing. City of New Richmond STH 35/64 Alternative Design Request: Robert Barbian of the City of New Richmond and Glen VanWormer Traffic Engineer for SEH reviewed current highway improvement plans on STH 64 through New Richmond, in particular the traffic flow at the intersections of STH 64 and CTH CC and CTH j "K" /4 Street. Discussions of alternatives to the proposed intersection were discussed. A motion was made and seconded (King /Grant) that the Transportation Committee was in agreement with the concept of the proposed improvement plan as resented assuming the route on page on would e a suitable alternative P e u d b g P g until significant traffic flow problems arose, then implementation of the proposed plan on page three would be reviewed. The intent of the Transportation Committee is that no loss of value or costs would be incurred by St. Croix County. Motion carried. The Transportation Committee will forward the issue to the Finance Committee. Update of Highway Department History Progress: Bond updated the Committee on the status of the historical booklet of the Highway Department. The Committee agreed that a survey be sent to several former employees for input of information. The outline and major topics was discussed and included "who was who ", "major events ", and "supplemental pictures ". Machinery Management Update: Loney updated the Committee on the 2006 equipment needs list. A motion was made and seconded (Rebholz /Peterson) to move forward with the 2006 machinery needs list as prioritized by the Highway Department Machinery Management Committee. Motion carried. Review and View Projects: The Committee took a traveling tour of the current roadway projects in the County. Jacobson was excused.
