March 16, 2004
Meeting called to order at 9:05 a.m. by Chair Luckey.
Members present: Art Jacobson, Linda Luckey, Daryl Standafer, Jan Zoerb. Don
Jordan excused.
Others present: Administrative Coordinator Chuck Whiting, Corporation Counsel Greg
Timmerman, County Clerk Cindy Campbell, County Board Chairman Clarence Malick,
Veterans' Service Officer Lorin Sather, Supr. Julie Speer and Dr. David Trechter.
Adoption of Agenda: Motion by Standafer, 2nd by Jacobson to adopt the agenda.
Carried.
Date of Next Meeting: Tuesday, April 6, 2004
Adoption of Minutes: Motion by Luckey, 2nd by Jacobson to adopt the February 3,
2004 minutes. Carried.
Lorin Sather requested to-bebeing placed on the April agenda. He would like to
recognize an outstanding volunteer driver with a plaque for his years of dedicated service
to our St. Croix County Veterans.
Goal Setting Session: Dr. David Trechter, Professor from the UW -River Falls will be
the facilitator for the April 26` Goal Setting Session at WITC in New Richmond. He and
the committee discussed what they would like to see accomplished at the session. Dr.
Trechter will compile an ag a draft to send to all the Board Supervisors explaining to
them what will take place at the session. Each S" "sof should think about
what he/sh can bring to the session for discussion. He will present the draft to the
Cenuniic ° cv committee at the April 6 th Committee meeting.
Chair Malick would like a method used for the incumbents and the new
Snpeissrs supervisors to get to know each other better. Supr. Zoerb suggested each
Supefrser write a brief biography t-hal could be compiled and given to
each Boafd membeFRerson for their review.
Committees, Citizen Members Per Diem & Mileage: County Clerk Campbell
explained and presented Resolutions to the Committee amending the Rules and By -Laws.
Motion by Zoerb to approve and recommend to County Board for their approval per
diem and mileage payment for citizen members on the IFLS and RC & D committees, 2nd
by Standafer. Carried
Committee Name & Structure LWCC /Ag. & Extension: Corporation Counsel
Timmerman presented a resolution changing the name of Resource & Education
Committee to Agriculture and Extension Committee and fennally establishing !he
air-eady -exig Establishing Land & Water Conservation Committee. Agriculture and
Extension would be the "elected" committee and Land & Water would be the
"appointed" committee. Both committees would maintain the same membership.
Timmerman mentioned that there is the potential that they could meet on separate days
and collect two per diems. Motion by Zoerb, 2nd by Jacobson to approve and present the
resolution to County Board. Carried.
Committees, Citizen Members Per Diem & Mileage Cont.: County Clerk Campbell
revised the list of citizen members on various County committees. There are nine citizen
members on the Council on Aging who do not collect a per diem or mileage. The nine
individuals will receive a copy of the Rules and By -Laws and it will be their decision to
collect per diem and mileage -or-�
Long Term Support membership will be worked out between Timmerman and Ron
Lockwood. They have 14 members and the Rules and By -Laws list less than 14.
Motion by Zoerb, 2nd b Luckey to hold the Goal Setting Session at WITC in New
Richmond on April 26 , 2004. Carried.
Ordinance Establishift Status as a Self- Organized County: Motion by Jacobson, 2 nd
by Zoerb to approve the ordinance. Carried.
Records Retention Ordinance: Kathy Spott, Paralegal/Office Manager for Corporation
Counsel submitted a memo to the committee stating the State Records Retention Board
meets four times a year. Our Ordinance review will be in June or July and it should be
ready for County Board approval in August.

what the need for alternates is with a 3 Sup Y supervisor and 2 citizen member
Bear-d. Timmefman's fead of the Statutes is that a majefity vote of the full Beafd is not
deteffnine why they believe other-wise. if thefe wefe aUefnates, Tifilmerman believed that
they had to attend every meetin!I, board. Timmerman stated that on a 5 member board,
what are the chances of not having enough voting members If there were alternates all 7
members would need to be present for 5 members voting. Timmerman will get more
clarification and a is bases for needing the alternates. No further action taken. This
County Policies: The collection of policies from departments is coming along. Whiting
still needs to hear from the Highway, Health & Human Service and Sheriff's
Departments.
Tax Pavers' Bill of Rh!hts — TABOR: The bill is in the Legislature. Wisconsin
provisions are very similar to Colorado's. Wisconsin is a high tax state. Tax cuts
become permanent. It is a very political issue and no one really knows what is being
talked about.
