Since 1940 the trend has reversed. In the decade of the 1950's the growth rate was 12.6 percent, which approached the state rate of 15.1 percent. In the 1960's the growth rate was above the state's. The 1975 population estimate implies a rapid gain since 1970. The 1980 census for St. Croix County was 43,219. The reason for the turn -around in population trends lies mainly in the growth of the St. Paul -Minneapolis metropolis area, which is within short driving distance to the west. In some instances; manufacturing firms have moved out from the metropolitan area to establish plants in St. Croix. Quite a few persons living in the county commute to work in St. Paul or Minneapolis. The number of residents with jobs in manufacturing is considerably higher than the number of manufacturing jobs available in the county. Yet, local jobs have increased significantly. The county, however, is far from being urbanized. Population density is higher than one finds in typical rural counties, but at 47 persons per square mile it is still well below the state average. _There are no large cities. Hudson, the largest, has a population of about 5,500. Processing of grains, vegetables and dairy products make up an important part of the industrial activity. Growth in recent years has been mainly in metalworking kinds of industry and plastics. During the 1950's, about 1,340 more persons moved out of the county than moved in. Much of this was accounted for by the mechanization of agriculture and the trend toward fewer, larger farms. Such a pattern is typical of virtually all agricultural areas. In the 1960's, as St. Croix County became more and more a bedroom area for Twin Cities workers, the net flow of migrants was inward. Immigration appears to be substantial at this time. In St. Croix, between 1959 and 1974, the number of farms declined from 2,352 to 1,765 while the average size per farm increased from 170.6 acres to 197.0. At the same time, the percentage of land in farms dropped from 85 to 74. This situation seems to be stabilizing. Sales per farm equal the state average, with dairy products the largest single source of farm income. Yet, there is considerable diversity in the farm sector. Median family income is under the state average, but taking out the high income area of southeastern Wisconsin, which heavily weights the average, St. Croix incomes compare very well with other regions. Although the county itself had little pine, a large volume of pine logs was floated in on the St. Croix River to feed sawmills. These became the first important industries. The St. Croix River is, in this area, the boundary between Wisconsin and Minnesota. The upper reaches of this stream are being preserved in the natural state, under the federal "wild rivers" program. - 2 - Only about 11 percent of the land is considered to be forested. The various kinds of oaks are the predominant type. Sand and gravel and crushed limestone were produced in 1973. I-94 is the main highway connection between Chicago, Milwaukee, and the Twin Cities. Mainline rail service is provided by the Chicago and North Western. The Soo Line serves several communities. The St. Croix River, a tributary of the Mississippi, is navigable to Stillwater, Minnesota -above Hudson. Scheduled flights are available at the Twin Cities and at Eau Claire. I. Objective of Plan A. To provide a sufficient amount of personnel, equipment and vehicles to cope with the emergency at hand in as short a time as possible without over -reacting to the situation or under- estimating the need. Notification and Mobilization Upon receiving notice of a confirmed or suspected medical related disaster, the Central Communications dispatcher shall notify all St. Croix County E.M.S. agencies via pager with the preliminary designation of a "CODE-4." III. Medical Coverage of County During the time that a limited or extensive disaster is being managed it is imperative that mobile medical coverage be available throughout the portion of the county that has not been affected.
