WHEREAS, the Congress of the United States recently adopted
Public Law 97-300, The Job Training Partnership Act, to replace the
Comprehensive Employment and Training Act of 1973, and
WHEREAS, the purpose of the new Act is to establish programs to
prepare youth and unskilled adults for entering into -the labor force
and, to afford job training to those economically disadvantaged individuals
and other individuals facing serious barriers to employment who are in
special need of such training to obtain productive employment, and
'WHEREAS, the West Central Wisconsin area comprised of the counties
of Eau Claire, Dunn, St. Croix, Polk, Barron, Chippewa, Pepin, Pierce,
Taylor, and Clark form both a traditional and logical delivery system
for job training programs,, and
WHEREAS, units of local government are intended -to play an important'
role in the administration of the Job Training Partnership Act, and
WHEREAS, all of these ten counties comprise state administrative .
district 02, which forms -the boundaries for job service and other;ap-
propriate administrative agencies, and
WHEREAS, these counties, in whole or part, are located in 'Wisconsin
vocational, technical, and adult education (VTAE) districts, and
WHEREAS, the community based organizations serving this area, have -
defined their service boundaries along county lines, and
WHEREAS, Section 101 (a)(1) of the Act requires the State Governor
to designate service delivery areas within the state to administer the
provisions of the Act therein, and
WHEREAS, Section 101(a)(4)(a) of the Act requires the Governor to
approve any request to be a service delivery area from "any consortium
of contiguous units of general local government with an aggregate 'popula-
tion of 200,000 or more...", and
WHEREAS, the recommended service delivery area encompasses a
standard metropolitan statistical area and part of an additional stan-
dard metropolitan statistical area, and
WHEREAS, Section 102 (d)(2) of the act authorizes the chief
elected officials of the units of government in the service delivery
area to appoint the members of the private industry council of the area,
which council will administer the programs under the act in the area,
NOW THEREFORE, BE IT RESOLVED by the St. Croix County Board of
Supervisors, meeting in regular session, as follows:
Section l: That the counties of Barron, Chippewa, Clark, Dunn,
Eau Claire,.Pepin, Pierce, Taylor`and St. Croix, under Section 66.30
Wisconsin Statutes, do hereby consitute themselves to be a consortium
for the purposes of Section 101,(a)(4)(ii) of Public Law 97-300.
,Section 2: That the Governor of Wisconsin be and hereby is re-
quested under Section 101 (a)(4)(a) of the Job Training Partnership
Act, p. 197-300, to designate those counties in Section 1 as the West
Central Wisconsin Job Training Service Delivery Area.
Section 3: That the chairpersons of the County Boards of Supervisors'
of the counties in Section 1 shall constitute the service delivery area
board of commissioners which shall appoint: the private industry council
under Section 102 (d)(2) of the Act.
Section 4: That the chairperson of the county board of the most
populous county in the area shall serve as action chairperson of the
appointment committee and shall convene and preside over the meetings
thereof until permanent officers are elected.
Section 5: That the County Board Chairperson is authorized to sign
the petition for designation of the service delivery area on behalf of St.
Croix County in conjunction with the chairpersons of the County Boards of
Supervisors of the other counties in Section 1.
Section 6: That the County Clerk shall transmit a certified copy
of this resolution to the County Board Chairpersons of the counties given
in Section 1.
