HomeMy WebLinkAboutResolution 1983 (10)RESOLUTION PETITIONING WISCONSIN STATE LEGISLATURE TO AMEND SENATE BILL 83 Resolution # WHEREAS, Wisconsin Statutes designate the County Clerk as area agent for the sale of hunting, trapping and fishing licenses; and WHEREAS, in such capacity, the County Clerk of St. Croix County did generate 1982 sales totalling approximately $349,376.50; and WHEREAS, of that amount, the County Clerk of St. Croix County was authorized by state statutes to retain approximately $5,485.65 as issuing fee to cover the cost of administering the program; and WHEREAS, the County Clerk of St. Croix County did incur a cost of administering the program in 1982 totalling $12,794.84, and thereby, .requiring a subsidy of $7,309.19 by the property taxpayers of St. Croix County, and WHEREAS, the recently submitted 1983-1985 Biennium Budget (Senate Bill 83) proposes, in part, a fee increase for all hunting, trapping and fishing licenses; and WHEREAS, Wisconsin County Clerks were not invited to participate in discussions relating to the development of those proposed license fee increases; and WHEREAS, the proposed license fee increases make no provision for an increase in the issuing fee for the County Clerk to compensate for the actual cost of administering the hunting, trapping and fishing license program, NOW THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors, meet- ing in regular session, hereby petition the Wisconsin State Legislature to amend the proposed 1983-1985 budget (Senate Bill 83) to provide for an additional 25-cent issuing fee per license; and BE IT FURTHER RESOLVED that the additional 25-cent issuing fee be secured from each proposed license fee as submitted in the 1983-1985 Biennium Budget (Senate Bill 83) ; and BE IT FURTHER RESOLVED that the County Clerk transmit a certified copy of this resolution to the Wisconsin Senate and Assembly Chief Clerks and to each state legis- lator representing St. Croix County.
