WHEREAS, all levels of government are experiencing difficulties
and hardships in attempting to hold down administrative costs, and
WHEREAS, the Wisconsin Legislature has enacted Sec. 70.365 Wis.

Stats., which requires the cities, towns and villages within the
County to provide written notice to any property owner if his assess-
ment has been increased a hundred dollars ($100.00) or more from the
previous year, and
WHEREAS, this legislation also requires all assessments to be
within ten percent (10%) of market value by 1985, and to be within
these new limits thereafter, and
WHEREAS, property appreciation and depreciation has fluctuated
more than ten percent (10%) in many years, this administrative workload
could involve changing every entry in the tax roll annually with the
resultant increase in assessor's workload and thereby creating ad-
ditional salary expenses, and
WHEREAS, the legal requirement for the assessor to provide written
notices to each taxpayer if the assessment is increased by one hundred
dollars ($100.00) or more would entail substantial increases in local
costs for materials, labor, and postage, and conceivably, require a
separate letter to each and every property taxpayer for just property
appreciation, and
WHEREAS, the law currently requires assessors to enter on each tax
notice the current market value and the assessed value of the property,
thereby providing a ration of assessed value to actual value, and
WHEREAS, this legislation does not necessarily enhance or improve
the current system, but is just another_ instance of levying a require-
ment which will substantially increase the fixed costs of local govern-
ment.
NOW THEREFORE, BE IT RESOLVED by the St. Croix County Board of
Supervisors, meeting in regular session, that the State of Wisconsin
Legislature be encouraged to enact legislation to eliminate the pro-
vision to assess all. property within ten percent (10%) of full value
yearly or make this provision one of local option, and
BE IT FURTHER RESOLVED that the legislation be further amended
to eliminate the one hundred dollar_ ($100.00) written notice requirement
or raise the mandatory written notice to five hundred dollars ($500.00)
or more, and
BE IT FURTHERRESOLVED that the County Clerk provide copies of this
resolution to the Governor, the State Senator, and Representatives from
the State Assembly serving the residents and taxpayers of this County,
the Wisconsin County Boards Association and the Wisconsin League of
Municipalities.
