HomeMy WebLinkAboutResolution 1983 (30)9 RESOLUTION TRANSFERRING JUVENILE INTAKE SERVICES TO COUNTY SOCIAL SERVICES DEPARTMENT �i Resolution # WHEREAS, Wisconsin Statutes Section 48.06(2) provides that the County Board of Supervisors shall authorize the County Social Services Department or Court, or both, to provide intake services for juveniles as required by Wisconsin Statutes Section 48.067, and also, to provide a dispositional staff needed to carry out the objectives and provisions of the Children°s Code pursuant to Wisconsin Statutes Section 48.069, and WHEREAS, in 1978 the St. Croix County Board of Supervisors, by resolution, placed the Juvenile Intake Services and the Dispositional Staff under the Circuit Court for St. Croix County, and WHEREAS, the issue of whether or not to transfer the Juvenile Intake Services and Dispositional Staff for St. Croix County to the County Social Services Department arose as a collateral issue during discussions of merging the St. Croix County Sheriff's Department and Highway Patrol, and WHEREAS, a five member Ad Hoc Committee was formed in June of 1983 to study all aspects of the issue whether or not transferring the presently Court - attached Juvenile Intake Services and Dispositional Staff to the County Social Services Department is in the best interest of St. Croix County, and WHEREAS, the said Ad Hoc Committee, being a subcommittee of the County Community Youth and Family Aids Commit�ee, met on at least six occasions and AI spent many hours dealing with the various issues involved in any potential such transfer, and WHEREAS, five specific objectives were considered by the said Ad Hoc Committee including fiscal advantages to St. Croix County, the need to maintain the current level of services to St. Croix County residents and juvenile correctional services, better coordination of existing services for juveniles, better cooperation between juvenile services and law enforcement, and better supervision of juvenile staff personnel, and WHEREAS, three options were studied by the said Ad Hoc Committee for trans- ferring the juvenile Intake Services to the County Social Services Department, in- cluding leaving Juvenile Services where they presently are, being attached to the Court, transferring all of the Juvenile Services, including both Intake and Dis- positional Staff to the County Social Services Department, and finally, transferring only the Juvenile Dispositional Staff to the Social Services Department, and leaving Juvenile Intake as Court -attached, and WHEREAS, fifteen separate issues were studied as they relate to each of the three options listed above, with these fifteen issues being addressed more particularly in the said Ad Hoc committee report attached hereto and made a part hereof by reference as Attachment A, and WHEREAS, an Organizational Chart for such a proposed transfer of both the Juvenile Intake Staff and Dispositional Staff has been drafted and has been reviewed and studied by the said Ad Hoc Committee at some length, as more par- ticularly set forth in Attachment B, attached hereto and made a part hereof by reference, and WHEREAS, after said Ad Hoc Committee had studied each separate issue as compared to each separate option available, and taking into consideration the best interest of St. Croix County, the said Committee unanimously passed a motion that the Committee recommends that the St. Croix County Board of Super- visors transfer the presently Court-attached.Juvenil.e..,Services, including Juvenile Intake Staff and Dispositional Staff, to the County Social Services Department, effective November 1, 1983, and WHEREAS, the said Ad Hoc Committee further recommends that one year.:after the effective date of the said transfer, that a joint Youth Aids and Social Services Committee review and evaluate the status of services being provided by both the Juvenile Intake and Dispoi�tional Staff at that time, and report back to the County Board with its findings. NOW THEREFORE, BE IT RESOLVED by the St. Croix County Board of Supervisors, meeting in regular session, that effective November 1, 1983, the St. Croix County Juvenile Intake Services and the Dispositional Staff are hereby transferred from being Court -attached to the St. Croix County Social Services Department. BE IT FURTHER RESOLVED that said transfer shall be implemented by using the attached Organizational Chart, and BE IT FURTHER RESOLVED that one year from. -the effective date of said transfer, a joint Youth Aids and Social Services Committee will review and evaluate the status of services then being provided by the Juvenile Intake and Dispositional Staff members, with said joint committee reporting its findings to the County Board. O'Keefe to review and set criteria for comparison of services and to report to the County Board every 90 days on the results of the transfer."
