HomeMy WebLinkAboutResolution 1983 (34)RESOLUTION AUTHORIZING COUNTY BOARD CHAIRPERSON OR HIS/HER DESIGNEE TO ACT AS THE OFFICIAL COUNTY REPRESENTATIVE ON THE BOARD OF COMMISSIONERS OF THE WEST CENTRAL WISCONSIN COUNTIES CONSORTIUM IN THE EXERCISE OF DUTIES UNDER THE JOB TRAINING PARTNERSHIP ACT (P.L. 98-300) Resolution ## J'r/ (6 3) WHEREAS, the Congress of the United States adopted Public Law 97-300, the Job Training Partnership Act, to replace the Comprehensive Employment and Training Act of 1973; and WHEREAS, said act provides that the Chief Elected Officials of each of the local units of government party to a consortium of local units of govern- ment exercise the following powers, collectively; 1. Appoint the member of the Private Industry Council (PIC) under Section 102 (d) (2) of the Act. 2. Jointly with the PIC, determine the following for the Service Delivery Area (SDA) under Section 103 of the Act: a. The procedures for developing the job training plan. b. Designate an administrative entity and a grant recipient for the program. C. Submit the Job 'Training Plan and any amendments thereto to the Governor. WHEREAS, the nine counties of West Central Wisconsin (Barron, Chippewa, Clark, Dunn, Eau Claire, Pepin, Pierce, Polk, and St. Croix) entered into a Charter Agreement on January 24, 1983, pursuant to resolutions adopted by the County Board of Supervisors of each County, wherein said counties did constitute themselves to be a consortium under Section 102(d)(2) of P.L. 97-300 and Section , 66.30 Wisconsin Statutes; and WHEREAS, the Chief Elected Official of each said County is the Chairperson of the County Board of Supervisors thereof, and by virtue of the aforementioned Charter is a member of the Board of Commissioners of the West Central Wisconsin Counties Consortium; and WHEREAS, questions regarding the liability of said County Board Chairperson for the acts, errors or omissions of the Board of Commissioners, the PIC or the administrative entity have been raised; and WHEREAS, to assure insurance coverage for the County Board Chairperson, there must be a formal designation that he is acting in his official capacity in Job Training Partnership Act matters; NOW THEREFORE, BE IT RESOLVED by the St. Croix County Board of Supervisors, meeting in regular session, that the County Board Chairperson or his/her designated representative is hereby authorized to act as the official re- presentative of this county in performing all functions authorized to be performed by the Local Elected Official or Chief Elected Official under Public Law 97-300, the Job Training Partnership Act; and BE IT FURTHER RESOLVED that a certified copy of this resolution be for- warded by the County Clerk to the current county liability and errors and omissions underwriters to assure proper insurance coverage.
