FUND GRANT MONIES �
RESOLUTION
WHEREAS, Chapter 34, Laws of 1979 created the Wisconsin Fund for
the rehabilitation and replacement of private sewage systems through-
out the state of Wisconsin, with said law funding $2.5 million dollars
annually for grants for individual private septic tank replacement
or rehabilitation, and
WHEREAS, through the fiscal year 1982, St. Croix County has
received sufficient grant monies from the Wisconsin Fund for all
County funding applications for the replacement and rehabilitation
of private sewage systems, and
WHEREAS, on August 15, 1983 the St. Croix County Zoning Adminis-
trator was notified by the Director of the Wisconsin Fund that fund-
ing requests for fiscal year. 1984 are less than the amount available
for grants to replace or rehabilitate septic systems and that there-
fore, as a result, the Wisconsin Fund intended to award all grants
for the fiscal year of 1984 according to a funding priority list
required by Wisconsin Statute, Section 144.245(11), and
WHEREAS, a preliminary priority list was prepared in July,
1983, pursuant to statutory authority and also in accordance with
NR 128.130(7), which list shows St. Croix County to be listed 18th
in priority with a score of 8.000 for 42 private systems requesting
a total of $84 , 460 , and
WHEREAS, by using the said priority list it appears that St.
Croix County will receive no funding for the fiscal year 1984, even
though counties with similar scores and requests for funds shall
receive 100% of funds requested, and
WHEREAS, Wisconsin Fund monies should be distributed more evenly
to counties scoring the same in the said preliminary priority list
prepared during July, 1983, and
WHEREAS, it further appears that of the persons having applied
for Wisconsin Funds during the fiscal year 1983, many never will be
eligible to receive a grant from the Wisconsin Fund unless revisions
are made in the distribution of the Wisconsin Fund as determined by
the said preliminary priority list, and
WHEREAS, many of those applicants during the fiscal year, 1983
relied on the availability of Wisconsin Funding and have already
replaced or rehabilitated their private sewage systems.
NOW THEREFORE BE IT RESOLVED, by the St. Croix County Board
of Supervisor, meeting in regular session, that the preliminary
priority list prepared during July of 1983, pursuant to statutory
and administrative code authority should be revised in order to
permit Wisconsin Fund grant monies to be distributed to St. Croix
County residents who applied for said funding through fiscal year
1983, and
BE IT FURTHER RESOLVED, that sufficient Wisconsin Fund grant
monies should be made available for fiscal year 1984, and following
years, so that all St. Croix County applicants for said grant monies
may rely on the Wisconsin Fund program when replacing or rehabilitat-
ing their private sewage system, and
BE IT FURTHER RESOLVED, that certified copies of this resolution
be delivered to Governor Anthony Earl, Wisconsin Fund Grant Director
Devereaux, and all legislative representatives of St. Croix County.
